With the social development and the expansion of the concept engineering!, our country has introduced the "project" management mode to the educational development. "Education" and "engineering" are different concepts in essence, but people put them together skillfully in history. "Engineered" education management model is still evolving. Recalling the development of educational management in recent decades, it is not difficult to find that the phrase "educational engineering" that has existed for a long time. Its enduring existence proves that to some extent it caters to the current situation of educational development and our countries# social development, and plays positive impacts in promoting the development of education.It has historical and progressive significance, and provides a new mode for development of education in our country. However, in practice, the single and mechanical copy, the simple application of the engineering concept have made the original intention to promote the development of education deviated. This deviation is the foothold of this study. Based on this problem, the paper attempts to via analyzing local universities and the personnel training to discuss the engineered phenomenon.First of all, we described the related connotation of educational engineering with a simple sketch. The so-called engineered phenomenon in universities# and colleges# construction refers to promoting the construction of colleges and universities with the project planning and implementation ways, according to the thinking of engineering to manage colleges, guiding the development of colleges and universities with engineering vision. It mainly include two aspects: on the one hand, the superior departments give macro physical guidance to the higher authorities, as well as engineering thinking and management mode in education and teaching, student management; on the other hand, set up educational engineering! in the development of higher education at all levels. The construction of colleges and universities can be divided into object construction and the non-object construction. The object construction includes the construction of infrastructure construction and the campus scenery construction, such as teaching buildings, dormitory buildings, sports venues and fitness equipment, campus greening engineering, etc. The phenomenon of object construction is a normal phenomenon, understandably. Non-object construction mainly refers to improving the process of education and teaching management system, campus culture, student and other spiritual outlook steadily. It mainly includes the school’s development planning, school ethos style, teachers, discipline construction, personnel training, scientific research, foreign exchange, logistics management and so on, which objects are not real objects in the field of engineering. Engineered talents training phenomenon not only embodies in the establishment of education engineering in personnel training, but in the use of engineering model to achieve the training of personnel. The local universities and colleges are facing more numerous problems and difficulties while grasping their own management right. Through specific investigation, we found the explicit expression of the phenomenon of talent training engineering concentrated in the form of "ideological and moral education, legal education, innovation education, professional education, employment education and other aspects of the education project", and its implicit performance mainly embodies in the development of planning, process management, effectiveness assessment in local universities and colleges.Secondly, the analysis of local universities and the engineered talent cultivation told us that the phenomenon has effectiveness--positive and negative performance. Positive performance is mainly manifested in strong impetus to the reform of higher education, exciting the energy of all the elements in personnel training, the promotion in improving the quality of students, improving the efficiency all aspects of personnel training. Negative performance mainly displays in breeding extreme education utilitarianism,keeping local universities# work from overall and harmony, ignoring the dominant position of students, resulting in a halo effect evaluation and so on.Again, by the theoretical analysis of this engineered talents training phenomenon of local universities, we found that the phenomenon is the practice of one education management mode essentially. It permeates the new developing demand of universities, and embodies the attention to the personnel training work of colleges and universities. The negative effectiveness is caused by a variety of reasons. By analyzing the data and investigating the actual situation of educational management, we conclude that education lack of essential knowledge, the inhibition of the traditional management thinking, backward education management system, different understanding of policy participants, excessive pursuit of high social evaluation contribute to the negative function mainly.Finally, based on the analysis to the engineered of universities and personnel training, we believe that, faced with growing social situation, in order to avoid the adverse effects of the phenomenon, local universities and colleges should actively respond to the forthcoming challenge. It can starts from boycotting the extreme utilitarianism, returning to natural philosophy of higher education!kNcoordinating the overall work of the school, adhere to the characteristics of the development"k!focusing on students’ all-round development, paying more attention to the quality personnel of training! and improving management, evaluation and supervision to get rid of the halo effect!.
