As a foundation of the education,compulsory education needs a complete set of policy system guarantee.Nearby enrollment policy is one of the important part of this policy system.This policy effectively maintains the education fairness.But because the development of the compulsory education is not-balanced,the near enrolment policy has become focus by all fields.So,it’s very important to study the policy and implementation of Nearby Enrollment.It can effectively promote the local education administrative department to adjust and improve the local Nearby Enrollment Policy in a timely and reasonable manner;better promote equity in compulsory education;upholding social stability;and also provides reference for local education administrative departments to improve the level and ability of public management and accelerate the transformation of government functions.Focused on the actual situation of the Fuzhou city,applying the theory of educational equity,this research surveyed the implementation statuses of the near enrolment policy of Fuzhou city based on practical investigation and interview.This research points out that there are problems appearing in the implementation of the near enrolment policy,such as unequal doubts of premise,unscientific policy-making process and the unfair factors in the policy implementation process.It also analyses and points out that unbalanced allocation of educational resources,absence of democratic participation mechanism,inadequate supervision are the reasons for these issues appearing.In the end,it put forward that we can solve the implementation difficulties by three main directions: to increase the quantity of the quality education resources,to perfect the mechanism of the policy formulation,and to standardize the implementation process of policies.
