Equal access to education is the cornerstone of social equity.In our country,for primary and middle schools' education is carried out nearby school,which aims to have educational democracy,restrict privileges,and ensure the free entrance for primary and secondary education can be implemented smoothly.However,there is uneven reason exist in various areas for primary and secondary schools like the objective teacher conditions,conditions of running schools,management level and subjective artificial division into key schools and non-key schools.In addition,the problem of population migration and the education for their children,at the same time the implementation of the two-child policy have further caused the shortage of the primary and secondary school education resources in urban areas.With the implementation of the policy of nearby education admission,it has also brought some unexpected result,even though it makes the children and parents convenient.For example: Because of the geographical,the distribution of the educational resources for primary and secondary schools is not equity.The parents to meet their own interests,they struggle to have the best quality education resources,then cause the heaven price for school district housing and choosing school with money.There are also parents using various relationships to change their children's domicile to a better school district,or parents use their power to let their children choose better school.For the family with poor,or children not in the high quality school district or the left-behind children are difficult to enter the key schools,so they cannot enjoy the high quality education resources equally,and thus cause a series of unfair problems,which makes the middle and primary school education stage of the urban primary and secondary schools become more sharp.In this paper,by using the literature method and combining with the actual investigation,taking the urban center of Y as an example,this paper studies the problems in the implementation of the urban entrance policy,and analyzes the unfair problems caused by the policy and its implementation,and then combines the principles of education management to have new idea about balance educational resources and optimize the layout of primary and secondary schools.Therefore to provide some reference for local educational administrative departments.
