Since the reform and opening up, higher vocational education has made great achievements in its reform and development. Meanwhile, with the increased autonomy for of higher vocational colleges, the expanding size of school and the increased competition, problems occur. The sustainable development of higher vocational colleges is restrained by troubles such as the unevenness of students’ sources and school-running quality, inconspicuous difference of developing characteristics, and weakness in competition and attraction. Some managers with strategic vision and forward-thinking from vocational colleges are acutely aware of the great significance and effect to make and carry out developing strategies for the development of colleges.Xiamen RZ Vocational and Technical College, with software technology as the core major, is a professional training base in Fujian Province. It is called on a mission to cultivate talents on the region. To win better developing opportunity and create a more prominent educational advantage, it needs to strengthen strategic research, identify the developing direction and goals and establish the main developing ideas and strategies to actively grasp the good opportunity for the development of Vocational Education meet the challenges of Higher Vocational Education and achieve rapid development for the institute.The thesis takes strategic management theory as a reference, uses PEST analysis, which from political, economic, social and environmental four aspects analyzes the macro environment for Xiamen RZ Vocational and Technical College. It also uses Potter "five forces model" to determine the micro environment, which is believed to be very suitable condition for further development of the college. Then subsequently, the analysis of the developing process of the college, educational characteristics, specialty construction, management organizational structure, human resources and research and innovation and management capabilities are all included. Furthermore, it summarizes the advantages, weaknesses, opportunities and challenges of Xiamen RZ Vocational and Technical College via SWOT method. Based on which, it makes a developing strategy according to the developing strategic theoretical framework, which is about the vision, objectives, competitive strategy and functional strategy for the college. In the end, it explores safeguards for the implementation process of Xiamen RZ Vocational and Technical College, and proposes that the increased efforts will be needed to in the process of capital investment, organizational structure, human resources and brand marketing.
