"Any society to exist and develop, it must be produced", the plan of production can promote production more efficiently. The meaning of "production plan" in this article could not merely be understood by its simply literal meaning,which means the overall plan for the whole operating system,but be semmed as a very important key word in the history of Agriculture development that represents a planning and operation model under the planned economy.Production cooperation had opened the prelude of the planned production, as peasants were organized into the national organization their roles were foced to turn into "state farmers".Form then on,the production system had be totally changed which mean the peasants’would not obey their individual willingness but the people’s commune. Under the planned economic system,it inhibited the diversity of rural economic structure and identity of which forced work and equal distributed.Based on the state agricultural production plan, it ensured the absolutely public ownership and the fully controlling of state power for social and economy.This thesis starts at the explanation of some key words and then accrossing unscramble the organizational factors,behavioral factors,operational factors and performing of the production plan, the social reasons for collective production, the specific details,operational processes,performances and roadmaps of the production plan, had been shown.
