Nowadays, Chinese economy development is in the period of rapid growth, thus thedemand of timber and forestry production is constant increasing. With the internationalizationand politicalized of ecological issues, many countries enhanced the protection strength offorestry resources. So, in face of the intensive contradiction between international anddomestic timber market, the basic and guaranteed solving way is improving forestry yield.While improving the forestry production factors allocation efficiency is the key point toincrease forestry productivity. In recent years, in order to enhance the sustainabledevelopment of forestry industry, Chinese government increased public input on forestryindustry. The propelling collective forestry right reform around the whole country is a greatpractice of liberating and developing rural productivity and establishing a vigor and vitalityforestry industry institutional mechanism. Thus it is necessary to analysis the input and outputefficiency and influence factors of forestry production of China under the serious markettendency and the beneficial macro background, with the expectation of proposing feasibilitysuggestions to improving forestry productivity.This thesis is on the basic of the clarify identification of the connotation of productionfactors allocation efficiency and made a review of existing literature. The research isimplemented based on the discipline foundation of institutional economics, environmentaleconomics, econometrics and industrial economics. Based on the special attributes of forestryindustry, that aer natural attributes and scale attributes, this paper explored the relationshipbetween natural attributes and scale attributes with forestry production factors allocationefficiency respectively. Besides, the paper estimated forestry production factors allocationefficiency of China from both macro and micro perspective and discussed its influence factors.At last, on the base of the research above, considering the macro and micro study results,made a series of feasible suggestions to improve the efficiency level of forestry productionfactors allocation. Mainly research conclusions are as following.First, on the basic of the preliminary identification of the impact assessment of the naturefactors influence on forestry production allocation efficiency, putting nature factors (averagetemperature from April to October, average annual rainfall) into the assessment system offorestry production allocation efficiency, then using SFA to estimate the forestry productionallocation efficiency of China. Results show that, the mean efficiency of forestry production allocation efficiency of the four main forest zones in China is0.603and there is greatimprovement space. The efficiency values between different forest zones and inside the zonesare developing unbalanced and there are huge differences existed. The output elasticity ofnature factors to forestry output is positive and the output elasticity of average temperatureform April to October to the four main forest zones is obviously higher than the outputelasticity of average annual rainfall.Second, in-depth analyzing the influence factors of forestry production factors allocationefficiency in the main four forest zones by utilize of one-step SFA. After the analyzing of themultiple influence factors, it is found that, GDP per capita impacts the loss of forestryproduction factors allocation efficiency mostly. The proportion of supporting forest industryto the whole finance expenditure significantly affected the efficiency loss of the main fourforest zones but he influence degree and direction show little differences. The educationdegree of local forest station affected the loss of forestry production factors allocationefficiency of the main four forest zones negatively. The dummy variables of institutionsignificantly affected the efficiency loss of three forest zones except the northwest forest zone.Third, this paper also made a supplement research of forestry production factorsallocation from household perspective in typical area (Yaan City, Sichuan Province) on thefoundation of the analysis of forestry production factors allocation on macro perspective.Results show that, the mean forestry production factors allocation efficiency of household is0.604, it is in a relatively low status, which indicates that the forestry production factorsallocation efficiency has a great improvement space of sample household under the existingproduction technical and factors allocation condition. The change tendency betweenwoodland scale and production factors allocation efficiency presented “inverted U shape”relationship instead of parallel or monotonically increasing or diminishing, thus, the forestryproduction factors allocation efficiency of medium scale household (0.673) is higher than thesmall scale household (0.586) and the big scale household (0.497).Fourth, it could be found through the analysis of the influence factors to forestryproduction factors allocation efficiency of household that, the influence function and directionare significant different of impaction of different influence factors on different scale groups.The education degree of householder and the proportion of forest income to total familyincome positive affected forestry production factors allocation efficiency among the threescale groups. Woodland scale and per capita income level show positive promotion affectionof small scale and medium scale sample household. The fragmentation of woodland impactthe forestry production factors allocation efficiency positively of all the three scale groups butthe impact function and direction are uncertain.
