The Research Of The Evaluation System Of Shanghai Mayor Quality Award

Starting from the eighties and nineties of the twentieth century, the quality of economic integration in the global process of rapid development is playing an increasingly important role. Enhancing the quality level of products and services and pursuiting of excellence in organization and management are becoming an important measure of an enterprise in front of development of an increased customer demand and market competition, many countries and regions have launched quality incentives, such as Quality Award evaluation mechanisms to promote and guide the organization to improve quality, thereby enhancing the international competitiveness of enterprises within the region.Currently, more than 8O countries and regions in the world have established Quality Award, Malcolm Baldrige National Quality Award, European Quality Award and Deming Prize in Japan are the world’s leading three quality awards, and the Malcolm Baldrige National Quality Award has the greatest impact. There are also more than 20 provincial and municipal governments have actively promoted the practice of Government Quality Award model, Shenzhen, Shanghai, Ningbo and other provincial and municipal governments are doing exploration and practice in the establishment of the Government Quality Award mechanism.Shanghai, as China’s economic development center, established Mayor Quality Award in 2008, and it is the highest quality honor of the Shanghai government. The establishment of awards for outstanding performance businesses can be used to guide management to improve continuously, thus boosting the international competitiveness of industry and even the enhancement of the city. But the system of Mayor Quality Award is still in its infancy, there is still some distance from the mayor’s effect and service the requirements of economic and social development. Mayor Quality Award evaluation system needs further study and practice.This article draws from existing home and abroad research in the similar field of, based on an analysis of the effectiveness and insignificance of Mayor of Shanghai Quality Award evaluation system in practice, does more systematic exposition of Mayor of Shanghai Quality Award evaluation system. The thesis is divided into six parts.The first chapter described and introduced the background and significance, and the concept of quality award evaluation as well as recent research and literature related to the Mayor’s Quality Award evaluation. Chapter II presented theoretical basis for the evaluation based on the quality management theory, performance evaluation theory, public goods theory, point to understand the Mayor Quality Award of the Public Management properties. Chapter III analysis the Mayor Quality Award status evaluation system, introduced the overall structure of the system, the implementation of results, and evaluation of the implementation of the current Mayor Quality Award Several problems with a reflection and analysis of the causes of these problems .Chapter IV lists historical experience of the United States, Europe, Japan, three main famous quality performance evaluation system and Hong Kong and Shenzhen, two national quality performance evaluation system. Chapter V proposed suggestions as to make evaluation system of the mayor of Shanghai sound, such as the legal basis for promoting the evaluation, continuous improvement of evaluation criteria, the field of evaluation expand to the field of SME and nonprofit organizations, improve the team of experts and improve feedback reporting mechanisms. Chapter VI summarizes conclusions of the study text, and the limitations of the current study and the lack of prospects for future research proposed.
