The Analysis On Hebei Services Industry’ TFP And Its Influence Factors Based On The Malmquist Index

With accelerating process of economic globalization, great changes have taken place inthe world’s industrial structure. The proportion of service industry in national economy isincreasing gradually. The service economy has become a dominant force in the nationaleconomic efficiency improve and modern economic growth. In this context, research onservice industry productivity measurement is of special importance.This article starts from the current situation of service industry in Hebei Province,collects productivity-relationed service industry data in11cities of Hebei, employsMalmquist index theory and panel data analysis methods, conducts empirical research onservice industry productivity and its influencial factors in Hebei province. We try to meaesurethe total factor productivity of Hebei Province’s service industry firstly. Then TFP isdecomposed into technical progress and technical efficiency, and technical efficiency isfurther decomposed into scale efficiency and pure technical efficiency. After that, we probeinto the influencial factors of Hebei Province’s service industry. And we put forward to somecountermeasures about Hebei’s service industry development as conclusion.It shows that the improvement of service industry productivity in Hebei province duesmainly to technological progress. The level of economic development and governmentinvestment in science and technology are positively related to total factor productivity inservice industry.And the process of urbanization, industrialization level and proportion ofstate-owned enterprises are negatively related to total factor productivity of the serviceindustry. Hebei’s urbanization is mainly a populational urbanization, and its quality is notvery high, so it has a negative effect on productivity. The industry is dominated by heavyindustry in Hebei province, therefore the industrialization degree does not improve increasingof service industry productivity, rather than inhibit the service industry productivity.As to these questions, we propose that Hebei Province should ensure sound and rapideconomic development, so as to provide a good environment for the development of serviceindustry; it should increase quality of urbanization,and promote the tertiary industry upgrade; accelerate advancing state-owned enterprise property right system reform, and reduce thenegative impact of service industry; and vigorously develop the productive service industry,promoting service industry fast developmen; and it should increase the government’seducation, science and technology investment, and improve manpower capital quality.
