The Suggestions On How To Raise The Treatment Level About The New Rural Social Endowment Insurance

Since2009,Hebei province has launched the pilot program for a new rural socialendowment insurance with great efforts. To the end of2011, a total of106counties (cities ordistricts) has been permitted as the experimental areas. The result is obvious and welcomedby the local rural residents. The new rural social endowment insurance is crucially importantfor solving the problem of the aged tendency of population and the living issues of elders inrural areas. However, as a kind of social security, the treatment level of the new rural socialendowment insurance is comparatively lower than which can make sure of the living of ruralresidents. The problem of how to raise the level of the treatment offered by this new insurancesystem will become the most important one as this system is carried out in the whole Hebeiprovince.This thesis is arranged as the following: First, the president situation of the low treatmentlevel about the new rural social endowment insurance in Hebei province is demonstrated.Second, the reason of the low treatment level is analyzed through aspects of the paymentpolicy, the overall raising of funds, the preservation and increment of the value of funds, andthe mechanism of adjusting basic old-age pension. Third, theories and practices on how toraise the treatment level are illustrated by learning from theories and policies both in foreigncountries and our country on new rural social endowment insurance. Last, suggestions on howto raise the treatment level about the new rural social endowment insurance is given in aspectsof the raising of basic old-age pension, the building of the mechanism of more-pay more getand long-pay more-get, the marketization of the new rural social endowment insurance, thebuilding of the mechanism of dynamic increment of the new old-age pension, and theincreasing of the investment from central and local governments.
