With the trial and exploration of Centralized Deputized Construction Management around the country, this kind of project management has made a magnificent progress, while at the same time, many problems occurred and needed to be solved. These problems include incompletely designed system, unsoundly supervised mechanism, and methods as how to measure a project’s management performance, which at the core of all, is the capability of the deputized construction management.Each year, the projects of Centralized Deputized Construction Management vary from dozens to hundreds, and with the transformation from trial to normal management, the number of deputized projects increased continually. Therefore, more and more organizations and personnel are involved, which made the team-cooperation much more complicated, and asked for a more efficient performance on project management. This article is based on the experience and summarization of developed countries as well as regional areas, and makes an analysis to our country’s Centralizes Deputized Construction Management model, as well as its current situation.This article suggests optimizing the theory by Business Process improvement, and makes a detailed analysis to the Centralized Deputized Construction Management. Therefore, from the perspective of business process improvement and multi-projects management, this article gives some measures to upgrade the management ability.By detailed investigation and analysis based on theories, this article put forward improved principles and ideas for Ruian’s Centralized Deputized Construction Management. The system of Deputized construction management is still new in our country, undergoing the process of exploration and improvement, and experiences need to be summed and improved.
