Land consolidation is the only way to realize the dynamic equilibrium of the total cultivated land and an important measure to protect cultivated land in China. The scientific temporal and Spatial-Temporal arrangement spatial layout is the important link of land consolidation and it is the key to decide if the land remediation plan is reasonable and the construction is smoothly. As an important part of land consolidation, agricultural land consolidation is becoming an more and more important way to solve China’s prominent relationship conflicts between people and land, and it is one of the core contents of land use and management at the present and in the future for a long time. Therefore, the study on temporal and spatial layout and planning design for agricultural land has a great practical significance.This paper takes the Fuling District of Chongqing as an example. Under the guidance of GIS technology, it takes agricultural land of2009data of land use-change as the research object, and studies the temporal and spatial layout and planning design of land consolidation. The main achievements and conclusions include the following aspects:(1)This study uses grey constellation cluster analysis to zone with the similarity of the land use degree of Fuling district and the social economic development level of the villages and towns (street), dividing the25villages and towns into11partitions, and calculates the potential of11partitions, and divides them into the high, medium and low in three levels according to the level of potential of Fuling. Then we know the high potential areas are mainly distributed in Zhenzhu Town, Baisheng Town, Jiangbei Street, Nantuo Town, Qingxi Town, Longtan Town, Linshi Town and Mawu Town.(2)This paper adopts AHP (layer analysis method) to determine the weight of each indicator and scores land suitability with Delphi (Delphi) method. With ArcGIS software, taking the villages and towns (street) as the unit, it establishes the evaluation system of Fuling area farming ground arranges suitability; through calculation, the cultivated land of Fuling is divided most suitable, general suitability, barely suitable and unsuitable for4grade by its suitability. The results show that the most suitable areas are Baisheng Town, Zhenzhu Town, Jiangbei Street, Nantuo Town and Longtan Town.(3)Overall Fuling land using and planning, combined with the potential zoning and suitability assessment, the agricultural land consolidation of Fuling district can be divided into three stages. They are short-term (2010-2013), medium (2014-2016) and forward (2017-2020), finishing scale were8919.46,8511.44and4624.36hectares.(4)The paper uses GIS technology to design the Land Consolidation Project of Guanyin village in Baisheng Town. On the land leveling project design, it takes the three typical slope to change ladder in project area for examples, from the statistical point of view and through the DEM, statistics the earthwork grid to dig and fill in project area, and finally obtains land terracing of earthwork for2855m3in the project area; On farmland and water conservancy engineering design, this paper uses hydrological analysis module of ArcGIS to analysis the surface water in project area, and it generates catchment and statistics planning ditch catchment area and afflux accumulation, so as to design the ditch specifications in project District; through calculation, and the ditch design specifications for the project area are0.4m*0.4m,0.5m*0.4m,0.6m*0.4m three, total length of5265m; On the field of road engineering design, according calculating the road cost grid in project area, judging the rough cost with the analysis of spatial measure, it calculates the length of road based on shortest path in a particular cost drawing and total new roads is5506m in the total project area by calculation.
