As an effective way of supplying cultivated land, land consolidation plays an important role in realizing requisition-compensation balance of total cultivated land, providing food security, and accelerating human society sustainable developmen.As an important element of connecting link between the preceding and the following, a scientific, reasonable planning and design is good for land consolidation operated in order. Because the topography is complicated,also economic and scientific developmentlevel is different, planning and design on land consolidation project must be accordingly. This article is based on Consulted Generation Procedure of National Land Development and Consolidation Planning andTD/T1012-2000 Planning Procedure on Land Development Consolidation Project, chooses typical shallow hill and flatland district in north Chungking-Heyan village, Longhe town, Changshou district as empirical study object, proposes ideas and methods inentire project layout and all project design of planning and design on land consolidation project, and we primarily researches several aspects below:(1) According to collecting domestic and overseas theoretical and practical research of planning and design on land consolidation, summarizingthe planning and design on land consolidation prominent problems as below:1. Land consolidation is planned and designed as preformation and plagiarization, and its independent innovation ability is poor.2. Planning and design has a high standard which did not fit regional development, and the effect might be blown off after the land consolidation project being implemented.3. The villagers’enthusiasm has not been aroused sufficiently Because of unthoughtful customs, modes of production and life, and it makes inconvenient after the facilities being used.4. Pursuing economic benefits blindly, overemphasizing investment scales of land consolidation project and prospective economic earnings, and thinking not considerate for ecological effect.(2) Which restrains the land utilizationinHeyan village, Longhe town is the reason below:1. Natural disasters (spotty drought, slope drainage and soil erosion),2.Natural conditions (steep cultivated land slopes, irregular cultivated land block, vast scale riser of terrace and misdistribution water resources of time and space),3.Social-economic conditions (singular economic income, clustered transport network and dilapidated drainage facilities). So, planning and design on land consolidation project hinges around restricted factors, and sets goals as "alleviating and eliminating restricted factor".(3) When Planning and designing land consolidation project in Heyan village, we adjust measures to local conditions:1. In land leveling project design aspect, the key point is carrying out slope to terrace nearby fishpond of east zhengjia plain, building cross-wall, reinforcing ridge to prevent soil and water loss.2. In irrigation and drainage work design aspect, mainly new and renovating drainage ditch in west and north of Heyan village, building new storing facilities of water to solve water resources utilization.3. In fields and streets project design aspect, resurfacing important producing road, and due considering to reconstruct some uphill, inferior field, lead-to-big-yard producing roads,reinforcing sections of roadbed collapse, building roadside ditches to make convenience for villagers’ production and living.4. On the basis of gently terrain and heavy traffic, increasingPassing BayConstruction for the purpose of the vehicle yielding to each other.(4)This land consolidation project in Heyan village, with 3465.2 thousand yuan RMB investment budget in total,469.78-acre project construction scale,7375.4 yuan RMB per acre construction scale investment, and 57479.53 yuan RMB per acre newly-increased cultivated land investment, will add 60.28-acre newly-increased cultivated land and 12.83% newly-increased cultivated land ratio by consolidation measures as carrying out slope to terrace project, neatening block, thinning riser of terrace and merging into block etc.
