Research On The Standard Of Unemployment Insurance Benefits In China

Unemployment is an unavoidable phenomenon in the process of economicdevelopment of modern industrialized countries, and the phenomenon would result inthe reduction or interruption of the income of workers and the losses of familyeconomy during the period of unemployment. In order to guarantee the basic livingconditions of workers and their dependents during the period of unemployment, manycountries have set up the system of unemployment insurance. Unemploymentinsurance as a compulsory social insurance system, is a ring belonging to the socialsecurity system. Unemployment risk is shared by the society, and the insured (workers)who are able to work are protected. When they are involuntarily unemployedunfortunately but have not find an appropriate work yet, they can apply for theunemployment insurance benefits in a certain period which could guarantee the basicliving conditions, in order to maintain the stability of their economic lives.The unemployment insurance system is an important part of the social securitysystem, and the establishment of scientific standard of unemployment insurancebenefits in line with China’s national conditions is the inevitable requirement ofsociety and economic developments. This paper focuses on improving the standard ofunemployment insurance benefits. The second chapter clarifys the concept ofunemployment insurance and the standard of unemployment insurance benefits, anddiscusses the international developments and trends of the unemployment insurancesystem, by reference to the implementation experience of developed countries (Britain,the United States, Japan and South Korea), which can afford salutary lessons to China,as the basis of argument. The third chapter reviews the development history of China’sunemployment insurance system, and introduces the content of the standards ofunemployment insurance benefits in different historical contexts, and conducts alongitudinal comparative analysis. The fourth chapter introduces and conducts ahorizontal comparison on the current standards of unemployment insurance benefitsin China’s provinces and cities, and examines it based on ILO Convention No.168, toassess the adequacy of the standard of unemployment insurance benefits. The fifthchapter takes the standard of China’s unemployment insurance benefits as theresearch object, by reference to the system of unemployment insurance benefits in theUnited Kingdom, the United States, Japan and South Korea, trying to sum up thedirection for the reform of the standard of China’s unemployment insurance benefitsin future. On the reform of the standard of unemployment insurance benefits in China,this paper puts forward the following four proposals:(1) to establish a new salary(contribution-based) associated standard of unemployment insurance benefits;(2) to adjust the unemployment insurance benefits duration;(3) additional earlyre-employment allowance;(4) additional interim dependency allowance system.
