After reforming and opening-up for three decades, China has gained rapideconomic development. At the same time, urbanization process makes extraordinaryprogress and people live a contented life. Meanwhile, there are still some barriersblock our way towards a better state. China’s urban development report implies that ournation is transferring its focus from developing speed and scale to quality and people’slivelihood. No longer emphasizes GPD growth index as the only beacon fordevelopment, the nation will usher in a more comprehensive and profoundtransformation. Rural land expropriation is one of the most valued means for promotingeconomic development and urbanization process. Since laws and policies in China arefar from perfection, land expropriation spells social deprivation to peasant whose landis under requisition.On the basis of retrospecting and summarizing domestic and overseas literatures,this article firstly defines the social deprivation in rural land expropriation. Then thefollowing paragraphs analysis current situation and problems exist. Motivating factorsfor frequent land expropriation could be summarized into three part:1) Economicdevelopment lead to objective transformation of economic center from agriculture tothe second and third industries;2) urbanization process encourages land expropriationin rural area;3) land finance and promote competition hasten local government to adoptland expropriation.This article expounds a empirical research carried out in Chongqing College Town.The result verified that social deprivation exist in landless peasants’ life after landexpropriation especially in parts as family relationship, social character identification,living environment and life necessities, while deprivation is not obvious in part asdemocratic participation,transportation,social service,and house condition. In total,the inferior deprivation is in mental deprivation domain.Based on above analysis, the article propound some proposals to alleviate thesocial deprivation for landless peasants under land expropriation:1) the governmentand social NPO/NGO establish interests expression channels for peasants beforeexpropriation in order to guarantee peasants’ right to speak when not satisfied withpolicies;2) the government needs to accelerate construction in expropriation area andcarries the responsibility to notarize the measurement of indemnity according to incremental benefit of land, CPI index and peasants’ psychological damage caused byland expropriation;3) offer professional training and job opportunities to landlesspeasants in order to meet their household expenses;4) the government and communityneed to jointly enhance social security level for landless peasants.
