1951May to1952December, Guizhou, shortly after theliberation, had launched a land reformation, which has a widerange and deep level and involves a large population as wellas obtains apparent effects.Guizhou is a province with many nationalities, includingMiao, Buyi, Dong and Yi and so on besides Han. At that time,the minority population reached more than4million and theeconomy and culture of the minority areas was backward andpeople there lived a hard life. Launching the land reformationin these minority areas is difference from the Han areas, sothe policy and the way have its own characteristics.The land reformation of Guizhou divides into four stagesafter finishing the pilot program. The first stage is from Mayto July in1951and the range covers133townships in these49counties (the population more than1.33million). The secondstage is from early August to October, which finishes the landdistribution in56counties and in the areas, where thepopulation is4.67million. The third stage is from earlyFebruary to late May and the range covers47counties in theedge areas. The forth stage is from the mid June to the Decemberin1952. The launching areas contain43counties of the remoteareas of minority nationalities and a population of3.7million.Throughout the progress of the land reformation, we canacknowledge its success. The land reformation cancels thefeudal landlord class and the peasants have their own land andit encourages initiatives in production. What’s moreimportant, the production force gets liberation and thepeople’s living condition has improved and Party members andpeasant activists have been improved greatly. However, forvarious reasons, the land reformation has deficiencies, forexample some areas liberate somewhat late, the ability of theleaders, and the characteristics of the central or edge areasand of the nations and so forth. What’s more, the reformationis carried out in stages, which make the work unbalanced. Landreformation in nationality areas leads to the phenomenon ofviolating national policy, which brings some negativeinfluence.
