The Industrial And Commercial Policies In The Early Days Of The Founding Of Prc And The Practices By The Chinese Communist Party(1949~1951)

This paper is forcus on textile industry in shanghai at the beginning of the founding of the People’s Republic of China, and the writer uses multi angle researches, combined with the capitalist policies and measures of industry and commerce, which is treated by the Communist Party of China. This paper tries to investigate the transformer process of textile industry at the beginning of PRC.From Shanghai had been a commercial intercourse port, which gathered as the capital, there were a large number of private businesses in it. In these enterprises, the textile enterprises were the main force. As a high-tech industries at that time, the textile industry was on the basis of introducing western machine production technology and in some ways it combined the Chinese traditional textile process of emerging industries. With other modern industry and commerce in Shanghai, it had some differences but also had a certain universality. When the national government was in power, Shanghai textile industry was booming flourish. And any other parties of capital had entered the field of textile industry, they had become one of the representative of Shanghai industries. After the Anti Japanese War and the civil war, Shanghai textile industry was disastrous. The surviving enterprises were leaders in the industry. But they faced a crucial choice. Facing the new circumstance engaged by CPC, all textile business owners show different attitudes. They made different choices for their own interests. The CPC’s attitude to the Capitalist industry and Commerce was gradually perfect in practice. In the ruled time, the Communist Party of China started a transformation rebuilding on Capitalist industry and Commerce. As the most concentrated area, shanghai was the first city to reform. The reforming of shanghai was a sample, therefore it was a significant area. The policies of the CPC in Shanghai textile enterprises not only was universality but also was particularity. More were based on the special consideration of the region of Shanghai. So this paper selected this period of Shanghai textile enterprises as representative.The paper is divided into three parts: introduction, body and conclusion, and the body has four chapters. The first chapter introduces the basic situation of textile industry on the eve of the liberation of Shanghai. At the same time, the writer described the different attitudes to national Capitalist industry and Commerce by the Communist Party of China before reception of Shanghai. The second chapter is mainly about a series of policies and tragedies of Shanghai national Capitalist industry and Commerce. It focus on the textile industry of Shanghai Federation which played a significant role in this period and transformation process of Cotton Textile Industry Association. The third chapter takes Shenxin textile enterprise system and the China Textile Construction Group Corporation for instance, it introduces different measures for different properties by the Communist Party of China. The last chapter mainly takes Shanghai Industry and Commerce Magazine as an example. This part tries to explain the Communist Party of China how to image Shanghai Industrial and Commercial enterprises and the people.
