Research On The Government’s Supervision On The Agricultural Product’s Quality And Safety In Jilin Province

With the rapid development of economy and the gradual improvement ofpeople’s life standard, the demand of people for agricultural product transformed fromsimply quantity oriented to quality oriented. However, in recent years, the quality andsafety incidents of agricultural products are a wake-up call for us to the safety ofproduct. This not only illustrates the producer’s negligence of products’ quality inmaximizing their benefits, but also demonstrates there are some weaknesses in thegovernment’s supervision on the quality and safety of agricultural products, therefore,we must strengthen the supervision on the quality and safety issues of agriculturalproducts.From the perspective of the government, through forms of actual research andexperts’ forum meeting, the paper constructs a performance evaluation system for thegovernment’s supervision of agricultural product’s quality and safety and makes anevaluation of the supervision performance of the government on the quality and safetyof agricultural product in Jinlin Province and proposes the specific improvementmeasures based on the advanced supervision experience at home or abroad. Itproposes corresponding countermeasures and suggestions. The specific content of thestudy is as follows:Firstly, because of the possible phenomenon of failure of the agriculturalproducts’ market, it requires the government to supervise the quality and safety issueof agricultural products, establishes the basic procedure of the government’sperformance evaluation system after confirmed the relevant definition and analyzedthe feasibility and necessity of the government’s supervision.Secondly, it introduced the current situation of the government’s quality andsafety supervision of agricultural products in Jilin province, which mainly includesthe setting of supervision institute, the construction of the law enforcement forces, theconstruction of the inspection system, the construction of the certification system andthe construction of the standardized demonstration zone etc.Thirdly, it constructed a set of performance evaluation index system for thegovernment’s supervision on the agricultural product’s quality and safety. It mainlyestablished15specific indicators from three aspects including the evaluations ofeconomic performance, the supervision system construction performance and the safety supervision performance of agricultural products. It makes a comprehensiveevaluation on the government supervision performance of the agricultural product’squality and safety in Jilin. The conclusion is: The Jilin government’s supervisioneffect on the agricultural product’s quality and safety is good and the evaluationresults of other specific indicators are basically in middle and higher level, therestriction factors mainly embodies on many aspects such as their input efforts,publicity efforts and information release etc.Fourthly, it introduces the current situation of agricultural products’ quality andsafety supervision at home and abroad. The study of abroad mainly analyzes the casesof America and Japan, the domestic study mainly analyzes the cases of Shangluo andZhangqiu. Through the conclusion and analysis of their advanced supervisionexperience, it founds the supervision advantages to promote the development ofsupervision work on the agricultural product’s the quality and safety in Jinlinprovince.Fifthly, from the conclusion of the previous studies, the paper proposes thecountermeasures to improve the supervision on agricultural product’s quality andsafety in Jinlin province. Mainly are: Enhancing the publicity efforts and establishingthe awareness of safety supervision; Increasing the capital investment and cultivatingthe professional and technical personnel; Constructing the agricultural product’squality and safety information system; Establishing an omni-directional,three-dimensional supervision structure; Introducing a performance evaluationmechanism to evaluate the government’s supervision performance.
