In meantime, Because of the global financial crisis, the developed countries are accelerating industrial transfer to the developing countries. The new industrial transfers are coming and our government must grasps this chance to improving development of induces. Anhui is located central section the china, and has two advantages:resources advantage and location advantage. With persistent efforts Anhui establish "the cities along the Yangtze River in Anhui Province" and "gathers wu the freshwater mussel pilot area" and make it to become the first choice of industrial transfer. Industrial transfer accelerate to elevate industrial competent by invest and output, but bring about economic structural imbalances and environment pollution and so on. So how using this industrial transfer to improving industrial has became one of Anhui’s topic issues.This dissertation reviews some important theories of industrial competent on domestic and overseas firstly, and puts forward the relations between improving industrial competent and industrial transfer: it has two sides that industrial transfer impact on industrial competent, improving or preventing it. So the government must choose appropriate policies of industrial transfer. Lastly, the dissertation put forward policies of improving industrial competent on undertaking industrial transfer:optimizes environments of industrial invest; proactively facilitates the shift of industries from east to Anhui; expands industrial Clusters of Anhui.
