Throughout the modern mobile phone manufacturing, the new businessenvironment poses a challenge for mobile phone projects due to customer’s instabledemand as well as the rapid changes in the market. The old condition that project relieson is no longer existed, the customer’s design always changed from project kick off,customer’s requirements for the cycle time of new product development is more andmore shorter. They request manufacturers to enhance the productivity during a very shorttime as they can. Due to new rules has been established in the market, deadline areconstantly changing, competitors can enter, exit the market, or to reposition itself underthis changing situation. In the end, the manufacturer who is able to quickly adjust thedelivery date of the project schedule will become the winner. Under this environment,manufacturers have often faced with bad situation although have much orders in hand,such as low output, low production capacity, actual production can not be upgraded tothe plan during the design capacity as well as can not pay the plight of goods. So shortenramp-up learning curve will naturally become the industry’s survival and the key todevelopment for the manufacturers.To improve the productivity, most primary operation managers will simplyapproach to think how to increase personnel and equipment resources or increaseinvestment in order to achieve an increase in output, productivity improvement purposes.Also there are some operation managers are looking for ways to solve the problem fromthe perspective of capacity lean manufacturing and industrial engineering. However, theproject is now under market conditions, especially for the mobile phone projects, thesetwo methods can not be significantly improved production capacity. Because1) theprofit of modern mobile phone manufacturing companies is increasingly thin, theincrease of personnel and equipment under instable order situation will take moreenormous pressure to the company.2) The cycle time of today’s mobile phone project isshorten to six months, and with similar functions can learn experience from otherprojects before Pre-production. It is no need to spend a fine investment in research andmanpower specialized in industrial engineering methods.In view of this, this paper is base on the background of P project’s improvementduring pre-production, analysis the actual project status in6months from point ofhuman resource, see the reasons of slow rump up or long learning curve which is lowteam performance. Also this paper elaborates team performance’s theory, research status, growing trend, research method and application fields. Then follows production issues of11processes in P project and analysis how the team management take a part in ramp up thenprovide the solutions. This paper base on the detail data and give evidence team managementcan improve the capacity under certain situation and got customer satisfaction. The studyingof P project case regarding the production capacity provide some suggestion of shortenramp up curve for similar mobile phone or accessories manufacturing enterprises, also thestudying result has the reference value for other similar manufacturer.Change is constant and it is inevitable. Customer’s requirement should be met quickly,if we can not provide it, the customer will find another others shortly. L companyimplemented a team-building is not only the choice of the market, but also the reality ofdemand. It is necessary to explore in practice and sam up experience constantly, select theappropriate team building model for manufacturing enterprise. To retain competitive edgeunder same hardware situation is to improve team construction management which quicklyincrease production capacity.
