Today, individuals, teams and organizations need to study continually for keeping up with the development of our society and environment. With the appearance and application of learning organization, the concept of team which is recognized as the breakthrough of enterprise reform is welcomed by many companies. Furthermore, team learning is a necessary skill which can be used to build efficient teams. It is also the miniature of the whole organization learning. As the connection of individual learning and organization learning, therefore, team learning becomes more and more important now.This study uses the theory of psychology and organization behavior, together with the competition and cooperation theory and conflict theory, to analyze factors affecting team learning. According to these factors, we form our theory model of team learning path, establish director system and then design survey questionnaire. We make the survey in several districts of Shanghai. The questionnaires were sent to 215 teams of state-owned companies. Through analyzing and testing of effective questionnaires returned, we discovery that team value (including collectivism value, award sharing, and respect/social face) directly affect cooperative goal. While cooperative goals help to improve interactive atmosphere, and finally affect the capacity and efficiency of team learning. We get the final empirical study model by testing and modifying the theoretical model. Most of the results we get from the study are consonant with previous scholars. Still, there are some differences. For example, "competitive goals affects constructive controversy" is not supported in this study and there is no remarkable relation between social exchange and team learning. The possible reason of the differences may be that our investigation targets are teams of state-owned companies. But this also suggests that teams of state-owned companies have their own particularity.The characteristic and creative points of this study is as follows: (1) The study is mainly focus on function teams of state-owned organizations which are somewhat different from standard teams; (2)We use empirical study and collect first-hand data to support our research by face to face talking and questionnaire; (3) This study begin with value, and discuss how value affect team learning; (4) A lot of studies about team learning and team building are mostly focus on national groups and knowledge-employee-intensive enterprises. Few papers are focus on state-owned organizations. So this paper is trying to study team building of our state-owned organizations.The results of this study is gotten from empirical survey, so , to some extent, they are guidable and valuable. We hope this study is helpful to team building of state-owned companies.
