High technology industry,as a knowledge and technology intensive industry, has twocharacteristics which are high investment and high innovative.It uses advancedbiotechnology and information technology to produce high-tech products.As a leadingindustry of dynamic model,it plays a very important role in industry structure upgrade,economic benefits and Labour productivity.Since the reform and opening, its motivation toour economic development is growing.Vigorously promote healthy, sustainable and stabledevelopment of high technology industry plays an important role in the economicdevelopment of our country.But our high technology industry is facing the problems such aslow efficiency,weak innovation ability and so on, the longer it will restrict the developmentof the high technology industry of our country, so to conducting the thorough research toinnovation efficiency of the high technology industry will help us a comprehensivelyunderstand of the present situation and characteristics of innovation efficiency,, and takesome corresponding measures.Based on this background, this paper with the related concepts and theory oftechnology innovation and efficiency as the theoretical basis,mainly using the literatureresearch, questionnaire, the combination of qualitative analysis and quantitative analysismethod, studies the present situation and characteristics of innovation efficiency ofhigh-tech industry in our country, for the current problems of high technology industrydevelopment in our country, and adopt some corresponding measures.First of all, this paper generalizes the concept of technology innovation and efficiency,on this basis the concept of technological innovation is defined, and then discribe the relatedtheory of technology innovation of four schools sunch as School system innovation nationalinnovation system school, the new classical school and the new schumpeter school;Andbased on present situation and existing problems of high technology industry, and points outthe necessity of further study of innovation efficiency of high-tech industry in China.Second,using quantitative analysis method to analysis China’s high technology industry innovationefficiency in wich the environmental and random factors are not eliminated,and finaly findthat the innovation efficiency is not ideal, and far from other industris.Based onthis,quantify the environmental factors and random factors which affecting the efficiency ofChina’s high technology industry innovation,and build the analysis framework of factorsaffecting China’s innovation efficiency of high technology industry, mainly including multiple levels such as industry scale, government funding, financial aid,and the do thequalitative analysis of the factors which impact on China’s innovation efficiency of hightechnology industry.Again,on the basis of qualitative analysis of factors affecting the hightechnology industry in our country, by constructing econometric model,usesing theStata12.0software, eliminating environmental factors and random factors, throughempirical research and quantitative analysis, in order to find out the real reason for the weakindustry innovation ability of China’s high technology and low efficiency.Finally, accordingto the result of empirical analysis, and puts forward countermeasures to promote China’shigh technology industry innovation efficiency.In this article, through analysis it is concluded that China’s high technology industryinnovation efficiency is still low, R&D input intensity is low, unbalanced regionaldevelopment, the innovation achievements conversion rate is low, lack of talent trainingeffective mechanism and environmental and random factors on the innovation efficiencyexist significant influence to the China’s high technology industry and so on are the mainfactors of innovation efficiency, and on the basis of the government to adjust industrialpolicies, guide enterprises to increase R&D input, optimizing the allocation of resources,improve the utilization ratio of resources, strengthen regional cooperation and adjust theindustrial structure, promote the coordinated development of high technology industry, toestablish a multi-channel multi-level investment and financing system of science andtechnology, promote the industrialization of high and new technology, establish an effectivesystem of scientific and technological innovation, promote the independent innovationability, improve the talent introduction and training mechanism, and a series of measures topromote the innovation performance of high-tech industry in China promoted the realizationof this goal.
