| High technology industry has the characteristics of high permeability and high added value, which has become the current and future engine of growth, also it is an important sign to measure the international competitiveness. As the knowledge and technology intensive industries, technological innovations are the core power to promote the development of high technology industry. Due to the technology innovation resources of our country are relatively scarce, therefore, increase the intensity of technology innovation resources firstly, at the same time, pay more attention to improve technology innovation efficiency. The efficiency which is the key factor determines whether the high technology industries develop longer or not.This paper first reviewed the technology innovation efficiency theory of high technology industry in home and abroad, given the definition and explanation of related theories and literatures, according to the characteristic of the internal operation of the two stage for technology innovation activities in China, divided technical innovation efficiency into two parts, which are the efficiencies of technology research and achievements transformation. Then, two-stage chain associative network DEA model and two phase of the input and output index were built, combined with the data of high technology industry for 12 years in our country, calculated the overall efficiency of technological innovation and two stage efficiency of high technology industries for 26 provinces of China in the period 2001-2012 through Matlab7.0 programming. Compared and analyzed the differences of high technology industry technology innovation efficiency from the level of provincial and regional, and the results showed that the efficiency of technical innovation, technology research and achievements transformation for 26 provinces in our country were improved, the mean were 0.640,0.331 and 0.659, but there are still space for improvement; Also, There are obvious efficiency differences between technical innovation and the two stages in the eastern, central, western three large regions, the efficiency of east is the highest, the gap of central and western regions compared with eastern was reduced year by year. Four using modes of high technology industry technology innovation resources in our country were analyzed according to the two stage efficiency value, the path of improving efficiency was pointed out for the low efficiency link. Policy suggestions are given according to the empirical results on the development of high technology industry in our country and improving the efficiency of technology innovation. |
