As the design unit which has premium quality in building constructionunder Chinese Petroleum Company, C Design Institute are mainly in the field ofpetroleum engineering construction. With transformation and upgrading ofadjustment of national and industrial structure, its survival and developmentfaces significant challenges. In order to develop under the new changes of theenvironment and meet the needs of enterprise development, how to grasp theopportunities of the current competitive environment and business developmentactively, and how to speed up the structural adjustment and transformation andupgrade the enterprises through technical innovation and management, whichhave become the urgent problem to solve.The paper begins with the analysis of the existing technological innovationmanagement of C Design Institute, then analyzes the situation that poor sourcesinformation through the technical innovation, and the collection of usefultechnological innovation information ineffectively and the existing of nothorough and meticulous investigation and analysis. The process of theinformation-gathering is simple, which is the bottleneck problem to developtechnical innovation management. C Design Institute is rigescent inmanagement of the project system, and shortage of combination with the market,which results in insufficient capacity of technological innovation, and in turnlosts market opportunities. The team establishes too simple in the process of R&D management, with the unreasonable personnel and lacking of effectiveplanning and control tools to implement not in right place. People involved playa decisive role in the technological innovation, but C Design Institute isrelatively lacking of strong high-quality personnel currently, and themechanisms of incentive and restraint is imperfectly, the innovation and cultural atmosphere is not formed, which can not take effect to researchers. Under thesituation of the state-owned enterprises, the approval and use of the fundsrequired for technological innovation management are not flexible, which alsohas a great impact to the launching of technological innovation.This paper made a dissection of the internal and external and the industryenvironment of C institutes, and analyzed the conditions and opportunities of CDesign Institute by using the SWOT model, and calculated each businesssegment by using the Boston model tools, which in order to know the importantdirection of the technological innovation management in future. Around thisdirection, the paper raised the management strategy of C Institute in improvingthe management mechanism, establishing an effective incentive and restraintmechanisms, fostering appropriate innovation culture and other aspects.
