Small and medium-sized enterprises have become a major force in promoting economic development,technological transformation. Effectively improve the core competitiveness of small and medium sized enterprises of science and technology become the era of knowledge economy important course of study,technological innovation capability is a part of the core competitiveness of enterprises, is an important basis for enterprises to occupy the market share. In this paper, we study on knowledge management as the research angle of view, explore technology-based SMEs’ in the knowledge management level management status and problems of, explore every aspect of knowledge management in the new era of knowledge background composition technology innovation capability of Technology Based SMEs’ innovation decision making can force,research and development capabilities and technology management capability of interaction strength, in order to improve the efficiency of enterprise technology innovation, promote the formation of the core competitiveness of enterprises.In this paper, the domestic and foreign relevant research were sorted out, and the concept of small and medium-sized enterprises were defined. Obtained from the analysis and knowledge management activities of technology-based SMEs’technological innovation ability have different effects, according to the different intensities to develop corresponding measures, accelerate the formation of technological innovation capability of enterprises,improve the efficiency of enterprise technology innovation.Finally, through the case analysis of the implementation of the process of knowledge management in the process of possible problems, and put forward the corresponding countermeasures.
