With the development of the global shipping industry, and increasingly in the limelight ofinternational shipping center, world Nations or regions make the construction of international orregional international shipping center be important things. But which kind of international shippingcentre should we build? How to build an international shipping centre? The builders are still in theexploration stage. Blind Port construction, excess，disorderly competition between regions andother negative issues often occur, this seriously hampers the construction process of trulyinternational shipping center. Therefore, the study on the path to building a regional internationalshipping center in Ningbo and countermeasures, contribute to the smooth development of Ningbointernational shipping center.Based on above background, this paper Combs regional international shipping center, it’scompetitiveness, international shipping center development policy research related literature, byusing international shipping center related theory, competitiveness theory and Cluster Analysismethod respectively analysis the conditions of Ningbo building culture international shippingcenter, the competitiveness positioning and the reference of successful international shipping center.Based on this, we combine Ningbo international shipping center status and the opportunities ofShanghai construction "double Center" brings for Ningbo, made for its own development path andcountermeasures of Ningbo.The main conclusions are as follows:On one hand, the theory research indicates that: Ningbo has conditions for buildinginternational shipping center. First of all, Ningbo is a port city, the development of port andshipping industry also made a big progress; second, Ningbo has deep-water port and geographicallocation and the location is very advantageous, and set transportation network is perfect;Furthermore, the competitiveness of Ningbo port is powerful, especially in recent years the porttransport ranked has in world top; last, the construction of Shanghai international shipping centeralso brings opportunities for Ningbo.On the other hand, the empirical results show that: the competitive positioning of Ningbointernational shipping center and Busan’s cluster into one kind, and when the clustering distances isless than0.2, Ningbo and Busan in third place side by side, even higher than in Dalian and Tianjin.This shows that the Ningbo international shipping centre is very promising and the developmentspace is very large. In addition, by clustering analysis theory knowledge, the competitive factors of the international shipping centre of Ningbo is similar to in Busan’s, so Busan pattern can be madefor the Ningbo reference model.
