With the arrival of economic globalization and knowledge economy,human resource is more and more playits unique role,then become the core competitiveness and core resources of enterprises. For businesses,the levelof human resource management can decision the strength of the enterprises market competitiveness,so ifenterprises want to improve the overall competitive ability,they must be build the competitive advantage ofhuman resources. Immediately,many enterprises benefit by promotion the human resource management tostrategic level heights,so they can obtain the power of sustainable development. Therefore,how to match thestrategic human resources management and strategic development of enterprises,achieve the goal of enterprisesstrategy,promote the development of enterprises,is a problem what is need to attention and solve.The purpose of this study is presenting development direction that research on strategic human resourcemanagement on the enterprises strategy of Ningbo port. We can’t ignore the labor dispatching employees who aretwo-thirds of the total. And we should redeploy employees’ enthusiasm,develop the advantage of strategic humanresources,realize the value of manpower resource and improve the core competitiveness of enterprise. The articleresearches the theory of strategic human resources management,from personnel management and modern humanresource management to strategic human resources management. Proceeding expound which is on the basis ofhuman capital theory,behavioral theory and resource-based view,then pointed out the developing direction ofstrategic human resources management. Describes the basic information of Ningbo port,analysis of the physicaltruth from the human resource management of labor dispatching work of Ningbo port,then comes up withproblems and shortcomings of existing labor dispatch system on the strategic human resources management. Atthe same time,apply SWOT analytical methods to analyze the development strategy of Ningbo port,puts forwardthe opportunity and challenge of Ningbo port in the next few years. Apply PEST analytical methods and MichaelPorter’s Five Forces Model to analysis of the physical truth from the human resource management of labordispatching work of Ningbo port. In allusion to the problem of labor dispatching mode,Aiming at labordispatching work in labor dispatching model of poor personnel erosion, the collective sense of belonging, and getdifferent pay, development space is little, cultural life five problems, such as less, As well as the labor dispatchingenterprise exists in the strategic human resources management enterprise insufficient understanding of itsimportance; The lack of human resources management idea and perfect management system; Enterprise lack ofeffective training and talent development system; The lack of effective training and talent development system;Lack of scientific system of assessment and incentives such as four questions, puts forward five countermeasuresthat strategic management, to build strategic human resource management concept; Sets up the people-orientedconcept, enterprise sustainable competitive advantage, establish the strategy partner, play to the functions of thecore strategic human resources; Innovation of information technology, the establishment of E-HR informationresource; The construction of enterprise culture, and improve the core competitiveness of the strategic humanresource management. In the end,comes to a conclusion that existing labor dispatch system should be bring intostrategic human resource management system of enterprises,then recruitment scale will integration andemployment mode will strategic structural adjustment.
