The international community has taken the level of logistics industry development as an important indicator that can measure a country’s social and economic development level and the comprehensive national strength. With the development of economy, science and technology, as well as enhanced consumer awareness in our country, the development of the logistics industry has been widespread concerned. To promote the development of the logistics industry, countries promulgated a series of policies and measures. Under the environment of the country to encourage support for logistics industry development, the logistics industry has also rapidly developed In Xi’an City. However, due to the overall level of development of Chinese logistics industry is not strong and the gap compared to the international level of development is big, so, there are many problems in the development of the logistics industry process in Xi’an city.Based on the research of logistics industry and the technology progress, this article summarizes the current literature, draws on others’theory research method. Taking the logistics industry productivity and technological progress as the focus of the analysis, taking the calculation of technology progress of logistics industry and influence factor analysis as the purpose, taking Xi’an city as the research object, do an evaluation. There are research methods and conclusions.I have established of the calculating models of technology progress of logistics industry, discussed the differences between models. In the application of data envelopment analysis calculation, there will be the input elements "crowded" and "Relaxation" phenomenon. Focusing on the inadequacies of the DEA, basing on the DEA analysis, we put forward the Malmquist index, in order to overcome the problems of congestion and relaxation factor. Compared with the nonparametric Malmquist-DEA index method, the parameters stochastic frontier production function estimates more close to the actual. Therefore, as we were estimating the technological progress of the logistics industry in Xi’an, we chose Malmquist-DEA index and stochastic frontier production function to estimate and analysis.I build an analysis model of the factor influencing the technical progress of logistics industry. non-parametric DEA analysis method can calculate the technological progress. But sometimes we will find multiple DMUs’efficiency equaled to1in the result of DEA, and they are all effective. This paper is to study the input factors of technological progress, and this result fail to meet requirements. Therefore, we have chosen a super-efficiency analysis which is based on DEA analysis. Super efficiency DEA analysis method can calculate effective DMUs whose efficiency are for1, getting the efficiency values greater than1. In this way, a sort of all DMU can be sorted.We have established the model of technical progress of the logistics industry in Xi’an. This paper has a definition of logistics industry, selects the fixed assets investment and the number of employees as the input variables, and the added value of logistics industry as the output variable in the model, uses the panel data, and compares other city with technical progress of logistics industry. With the two methods, the results of the technical progress calculation are different. In the DEA-Malmquist method, the role of technology progress to increase productivity is less than the role of pure technical efficiency and scale efficiency. As the multiplier effect, there is hysteresis quality about the role of technology progress to increase productivity. In the stochastic frontier production function, the influences of technical progress on the productivity level are lower than the allocation efficiency, and higher than the technical efficiency and scale efficiency.I have evaluated the factors affecting the technological progress of the logistics industry in Xi’an, and select four factors to analyze. Through the model to calculate, I find the technology progress of Xi’an logistics industry is affected by four types of input factors jointly. At different times, different elements play a leading role of the technological progress of logistics industry.
