As the global climate continues to be warm, environmental issues attract more and more people’sattention. The emission of greenhouse gase mainly focusing on carbon dioxide becomes one of theimportant factors that affect global warming. At present, the greenhouse gas emission’s controlfocuses mainly on reducing carbon emission caused by energy consumption. Reducing carbonemission and developing low-carbon economy has become the consensus of the world. As themaximum carbon emission’s country in the world, the Chinese government announced in2010that by2020carbon emission intensity per unit of GDP would decrease by40%-50%compared to2005.Jiangsu Province is not only one of the fastest growing provinces in economic development in China,but also the country’s largest province of carbon emission, the responsibility of carbon reduction isimportant. Under the condition of ensuring economic growth, how to reduce carbon emission is anurgent problem for Jiangsu Province.Firstly, this paper made full use of energy balance table and combined with carbon emission’saccounting method that IPCC assessment report provided to calculate the sum and sub-industriessector of carbon emission in Jiangsu Province from1995to2011.Then we analyzed the situation ofcarbon emission in Jiangsu Province from four aspects including overall carbon emission, industrialstructure, energy structure, horizontal comparision with other countries. The results showed thatcarbon emission in Jiangsu Province increased year by year and the secondaryindustry occupied the absolute proportion of carbon emission; energy consumption is still coal-based;carbon emission intensity appeared a declined trend and is better than the entire country.By the method of LMDI factor decomposition, this paper conducted an empirical analysis aboutcarbon emission factors in Jiangsu Province from six aspects including effect of economicdevelopment, industrial structure effect, energy intensity effect, energy structure effect, carbonintensity effect and effect of population size. The result showed that economic growth in JiangsuProvince is the main driver of carbon emission, while the decline in energy intensity is the main factorrestraining carbon emission.This paper made use of unit root test, cointegration test, granger causality test and other testmethods and combined with EKC curve to study the long-term equilibrium relationship for carbonemission and economic growth in Jiangsu Province. The result showed that carbon emission andeconomic growth exists the inverted N-type curve relationship. Regarding12.3%of the average annual GDP growth rate as the precondition in Jiangsu province from1995to2011, Further we candetermine that Jiangsu Province is currently in early stages that carbon emission is rising and thegrowth rate is decreasing.This paper builded decoupled extended model based on Taoio decoupling indicators, and studieddecoupling flexibility between economic growth and carbon emission in Jiangsu Province from1995to2011.The result showed that Jiangsu Province appeared an overall strong decoupling relation from1995to1999, while emerged the weak decoupling relation from2000to2011between carbonemission and economic growth. The most important factors which affacted carbon emission andeconomic growth are the decoupling elasticity of economic growth and decoupling elasticity ofenergy intensity.
