As an important central city in the Pearl River Delta region, Guangzhou has beenexperiencing the rapid economic growth since reform and opening-up. The regional GDP isamong the forefront of Guangdong province and citied across the country year after year.Moreover, the industrial sector is the leading force to promote economic development. As weknow, highly developed industrial economy needs to consume a large amount of energyresource. The industrial energy consumption accounts for more than80%of the total energyconsumption for Guangzhou. From the2004-2012, the annual average growth rate ofindustrial development on energy is continuously strengthening. With the rapid growth ofenergy consumption, carbon emissions generated by the industrial energy consumptioncontinue to rise. According to calculations, the total amount of carbon emissions rose from14.11million tons in2004to18.83million tons in2012.Thus, industry has put heavy pressureon Guangzhou’s sustainable development while promote economic development.This paper takes the studies of the relationship between industrial carbon emissions andindustrial economic growth as the main line, First of all, the paper conducts literature reviewand recent status review to clarify the significance of the problem, to tease out the relationshipbetween the theoretical foundations of the economic growth and carbon emissions. Secondly,the paper analyzes the status and characteristics of industrial economic development, energyconsumption and carbon emissions of Guangzhou. On this basis and by making use ofdecomposition analyzes method, the paper analyzes the changes in industrial carbonemissions. Then the paper introduces the econometric analyzes the method for furtherexploration of the long-term relationship between each variable of sub-sectors andsub-regional, comprehensively and systematically studies the impact of industrial growth toindustrial carbon emissions. Lastly, according to empirical results, the paper proposesappropriate policy recommendations from four aspects in order to solve the problem ofindustrial growth and emission reduction.Through the systematic analysis, this paper has achieved some conclusions, as follows:(1) The economic scale effect is the decisive factor for the growth of industrial carbonemission, while the energy intensity effect is the main factor to slow down the growth rate ofcarbon emissions.(2) During the optimization of industrial economy structure, we mustfocus on the proportion of two sectors: petroleum, coking and nuclear fuel processing andproduction and supply of Electric Power and heat Power.(3) The energy effect of electricity and heating power production and supply offsets the carbon emission reductions in othersectors. And its high energy intensity will hinder the process of industrial carbon emissions.(4) In the long term, output per worker, energy efficiency, fixed assets investment andenergy structure affect significantly the carbon emissions of the industrial sector. Theindustrial attributes determine its carbon emissions to a certain extent. And the significantdifferences of regional carbon emissions relate to the different level of industrial economyand its leading industries.
