Bio pharmaceutical industry is one of the fastest growing areas in the world of hightechnology industry. In2010April, the national development and Reform Commissionidentified bio pharmaceutical industry as one of the seven strategic emerging industries inChina. In December29,2012the State Council issued the "development planning" BioIndustry, which all reflect the state of the biological medicine industry attention and support.Guangdong Province as the key provinces, also introduced the relevant policies, andvigorously supported the development of bio pharmaceutical industry. Guangdong Provinceconducts as a representative area for the development of the national economy, itsdevelopment of bio pharmaceutical industry in fully representative of the overall level of biopharmaceutical industry in China. A research on the development of biomedical industry inGuangdong Province, which not only can help build the bio pharmaceutical industrydevelopment level evaluation index system, but also can fully tap the advantages anddisadvantages of bio pharmaceutical industry development in Guangdong Province, andprovide the basis for management decision.This paper started from the paper selected topic background, then puts forward theresearch purpose and the significance of this study. The literature review came from twoaspects, on one hand introduced the domestic and foreign research status of biopharmaceutical industry, on the other hand summarized the commonly used comprehensiveevaluation method, and finally determined the research content and research thought. Thenthe article introduces the development status of the overall biological medicine in GuangdongProvince, according to the characteristics of the development of bio pharmaceutical industry,uses the interpretative structure model analysis to establish an evaluation index system of thelevel of biological medicine in Guangdong Province. Using fuzzy analytic hierarchy process,we establish a comprehensive evaluation model for the development of bio pharmaceuticalindustry, and make out the comprehensive evaluation of bio pharmaceutical industrydevelopment level in Guangdong Province, what’s more, determine the standard index systemof series of comprehensive evaluation of development level of bio pharmaceutical industry. Analyzing the test results, we determine the main factors which influence GuangdongProvince bio pharmaceutical industry development level. Finally, based on the analysis of thestatus of the development of the bio pharmaceutical enterprises in Guangdong Province, wepropose the practical and feasible to promote the development of biological medicineenterprise policy recommendations.
