Food safety is related to the people’s health and safety. Catering service, the end of thefood chain, is a vital part to protect food safety. On the one hand, the foods provided by thecatering service and consumer groups have distinct regional characteristics. On the other hand,food safety of the catering service is closely correlated with local economic and socialdevelopment, public safety awareness, the quality of government management and etc.Guangzhou is renowned for its great food and has got a reputation of "Eating in Guangzhou"at home and abroad. Therefore, it is necessary and feasible for this research to look into foodsafety problems in the local catering service food in Guangzhou and come up with strategies.Guangzhou city in recent years through the deepening of institutional reform, improvethe regulatory mechanism, strengthen law enforcement, a series of measures to strengthen thedemonstration construction, handling of food safety accidents more pieces of catering services,and the number of food safety violations. However, the catering service food safety situationis still grim, with the great gap between the expectation of the public. To explore the causes,mainly of a series of problems of the legal system is not perfect, supervision mode,supervision responsibility, supervision of single staggered lack of strength, full supervision isnot mature, campaign style law enforcement, the food safety responsibilities are not clear, thelack of participation in the current society in the mode of regulation. These problems not onlyhave the common problems in the regulation of around, there are special problems ofregulation in Guangzhou.According to the research findings, this paper makes use of the public management andfood safety supervision theory, new spirit combined with the national food safety regulatoryreform deepening, combined with the specific circumstances of Guangzhou, put forward thecountermeasures from two aspects of catering service food safety regulatory reform ideas andthe specific measures. Regulatory reform mainly put forward the development strategy oflong-term, such as system reform, the operation mechanism innovation; supervision measuresmainly puts forward concrete method of feasible recently, such as the regulation ofdecentralization, increase administrative penalties. In addition, this paper also on how to playthe role of industry associations in the catering service food safety supervision are analyzed in depth, become a strong support level of ascension catering service food safety supervision.
