The Research On Countermeasures&Suggestions To Management System Innovation To Anning Park In Lanzhou Economic&Technological Developmnent Zone

Building economic and technological development zone is an important initiative atthe beginning of reform and opening up in China. Since the first state-level economic andtechnological development zone has been established in1984, the development ofeconomic and technological has already become pivotal force for deepening reform andopening up, boosting regional development and strategic planning and pushing industryoptimization and structure adjustment. It is not only an economic region, but also a typicaland relatively independent administrative area. The particularity of it reflects the specificityof government’s policy and embodies the particularity of its management system. With thecomprehensive development of economy in our country and the formation of all-roundopening-up structure, the obvious advantages that economic and technological developmentzone relies on the preferential policies are gradually weakening. Many issues andcontradictions about management system arise. Therefore, doing innovative research onmanagement system of economic and technological development zone has theoreticalsignificance and practical implication.Gansu province is western underdeveloped area. As the first state-level economic andtechnological development zone in Gansu province, Lanzhou Economic and TechnologicalDevelopment Zone develops quite late and lacks of experience. The research towards it isfar from other developed regions, particularly in innovation of management system. Basedon this, it is essential to explore management system innovation of Anning Park, which isthe second park of Lanzhou Economic and Technological Development Zone, making itpossible to take its advantage after possession management and contributing to turn a newchapter of development in Anning district.Taking Anning Park of Lanzhou Economic and Technological Development Zone asthe research sample, this paper expounds its necessity of management system innovation.Briefly reviewing the developing course of economic development zone and thecharacteristics of the management system, the author illustrates the evolution of themanagement system of Lanzhou Economic and Technological Development Zone. Theemphasis of this paper is to analyze the current situation of management system of AnningPark. In view of the issues, with reference to the advanced experiences from other domestic economic development zone, some proposals concerning management system innovation ofAnning Park are put forward on the basis of the actual situation of the Anning Park.
