Rational industrial structure and employment structure is a necessary prerequisitefor the sustainable and healthy development of China’s economy. On the one hand, theindustrial structure is the basis of the employment structure, the adjustment ofindustrial structure will cause a corresponding change in the employment structure,rational industrial structure will promote the healthy development of the employmentstructure, irrational industrial structure will lead to imbalance in the employmentstructure. On the other hand, relatively independent of the structure of employmentwill have a certain impact on the development of the industrial structure,the matchingemployment structure adjustment and industrial restructuring will promote theupgrading of industrial structure, while the mismatching industrial structureadjustment and the employment restructuring will hinder the progress of the industrialstructure. So, in the course of economic development, we need make a rationaldevelopment policy, coordinate the pace of industrial structure and employmentstructure adjustment, make them move in the same pace.In this paper, the purpose is to promote coordinating development of China’sindustrial structure and employment structure. First, describe the evolutioncharacteristics of China’s industrial structure and employment structure, find out thatthe development of China’s industrial structure and employment structure is inaccordance with the general law, the industrial structure and employment structureadjustment in line with economic development is to "three, two, one,",then use theindicator of structural deviation, make the macro analysis, and then analyze thestructure of different regions of the country and abroad six countries, revealing thatthe structural adjustment of employment lags behind the reality of industrialrestructuring. Second, start with the theoretical analysis, analyze the impact betweenindustrial structural adjustment and employment structure adjustment, then under theempirical point of view, use correlation matrix, the employment elasticity,employment contribution rate and other indicators from different perspectives toanalysis the relevance of China’s employment structure and industrial structure, findout that the tertiary industry has great potential for creating jobs. Again, in terms ofeconomic restructuring, technological upgrading, capital deepening, the level of urbanization and labor market reveals the specific reasons for delay in the adjustmentof the structure of employment in the industrial structure of China’s secondaryindustry results in the development process too much emphasis on the level ofindustrialization, its technological progress and capital deepening are produced out ofthe job market, although the tertiary industry has a greater ability to absorbemployment, but the development of the tertiary industry is relatively insufficient,while the low level of urbanization, labor market imperfections, generally low qualityof labor and other issues hampered the expansion of employment. Finally, propose thepolicy recommendations, such as increasing the level of urbanization, improving thelabor market, encouraging innovation and nurturing human capital, to promoteindustrial structure and employment structure coordinated development.
