Research On Multi-governance Model Of Truck Over-limited On The Highway

Truck over-limited on highway is an international common problem, but also a majorproblem of long plagued the development of road transportation in China. With thecommencement of the governance on over-limited transportation, more studies on thisproblem, offer many ideas for solving its governance. However, truck over-limitedphenomenon is still very serious and often appear the high cost and the low efficiency of thegovernance which shows that explore more effective countermeasures is still the primary taskof over-limited transportation governance in China.Through the collation of existing researchfound that research on countermeasure of over-limited transportation by System ofgovernment or Market System, few studies related to the deep institutional change andinnovation. As a starting point, this paper from the perspective of governance model to studyon multi-governance model of over-limited transportation as the following aspects.Firstly, elaborating theories on multi-governance model of over-limited transportation:overrun transportation and multi-governance theory, from the theoretical point of view ofmulti-governance, put forward the concept of multi-governance on overrun transportation.Secondly, Based on the analysis of the current situation and problems of governance model ofover-limited transportation in China, draw our current governance model of overrun isgovernment model, and through comparative analysis, pointing out the advantages of themulti-governance model. On this basis, build the multi-governance model, elaborate its buildideas, architecture framework and operational governance mechanism, and analysis one byone. Finally, propose the implementation measures and recommendations of themulti-governance model as the following aspects: set Government-led, play the role of Marketplayers and Social subjects, perfect operation multi-governance mechanism.
