With the rapid development of national economy and accelerating urbanization process, people’s requirement on traveling is higher and higher. At the same time, the urban environmental pollution and traffic congestion is more and more serious. Urban public transport, because of its large capacity, little energy consumption, less pollution and low cost, becomes the first choice to solve those transportation problems.The priority development and public welfare of urban public transport, requires low-fare policy to guide and encourage residents to choose it as the daily and basic travel. In order to make up policy losses and operation losses for public transport enterprises by the implementation of low fare, the government needs to make appropriate and reasonable financial subsidies to the enterprises. How to determine a reasonable financial subsidy calculation method, becomes one of the important problems in public transport financial subsidy, which not only can achieve the subsidies, but also encourage the enterprises to improve quality and reduce operating costs. Also, it is the core of this study.Firstly, this paper analyses the definition of urban public transport and financial subsidy, and analyses the necessity of financial subsidy. At the same time, the paper describes the theory of service quality and customer satisfaction. Secondly, this paper summarize the situation and main existing problems in China urban transport financial subsidy, through analysis the policy environment and situation of a few cities in urban transport financial subsidy. Thirdly, describes and analyses the advantage and disadvantage of some financial calculation methods, work out that the necessity of passengers involved in the transport subsidy standards. Then, based on the analysis above, we involved the passenger satisfaction index in the traditional principal-agent model in urban public transport financial subsidies, and form a new financial subsidies calculation method base on passenger satisfaction. At last, this paper puts some forward related suggestions for the effective application of this model.
