These projects not only meet the need of increasing material andcultural of urban citizens, attract more outsiders to live and investment as well. Itcontributes to urban economic construction to reach a virtuous cycle of regionaleconomy and construction. However, the importance of decision is ignored duringlarge-scale development projects in urban, which leads to have to interruptconstruction caused by lack of capital, technology and related policy. It consumesplenty of financial funds and lets local governments into credit crisis. Practice provesthat the decision-making risk management plays a most important role and guaranteesthe goal and success of large-scale development projects. To build risk assessmentindex system based on deep research about large-scale development project factorsdoes a positive and significant meaning for urban sustainable development.This paper reviews the status of domestic and international large-scaledevelopment project decision management and these managements’ kinds of basicresearch that is contra pose to large-scale development project in urban areas. Buildrisk factors during large-scale development project through comparing types of riskidentification.
