The catering industry of Luoyang is unknown that is mismatching theinternational tourist city of thirteen dynasties, which made little attraction for tourists.How to make the catering industry of Luoyang seize the current living environmentand opportunities to develop effectively, in order to make the catering industry ofLuoyang combined with the ancient capital culture and modern civilization, to makethe market more distinctive, more prosperity and attractive, to improve the overalllevel and scale, which become a reason to attract the visitors, and the strong support ofthe Tertiary Industry. That is the important issue discussed in this paper.Based on the analysis of the status of the catering industry in Luoyang, we foundthe distribution of food and beverage industry is uneven, and the enterprises are smalland scattered, the degree of concentration is low. The management model of the hotelis backward, and the product homogeneity is serious. Luoyang is short of marketleading enterprises to drive the level of service throughout the food and beverageindustry. The food is in no specific sort to promote, and the popularity is very lowoutside. The combination of the catering and tourism is not intimately; results in themutual contribution rates are extremely low. Compared with the similar situation ofother city, the tertiary industry in Luoyang accounts for small proportion, and thecatering industry retail sales are small, the growth rate is low, which exists a big gap.This paper analyzes the outstanding problems in the industry, the issues of thehistory, culture and entrepreneurs, and the source of healthy development of Luoyang’scatering industry, in order to provide a favorable basis to solve outstanding problemsin the catering industry. And make the study and analysis from the developmentposition of Luoyang’s catering industry, from the economic objectives of cateringindustry, from wisdom layout of catering industry, from the combination with ancientcultures and catering industry, with ancient culture and modern diets tend, from thecombination with food and the city location of Luoyang, from the tokenization of catering services in Luoyang, and from the angle to build a brand for Luoyang cateringindustry. Eventually, giving suggestions and opinions of how to take action in areas ofgovernment policy-oriented, industry guidance, enterprise change and the valueorientation of consumers and consumer behavior. The government fosters leadingenterprises and makes good use of the "soup city" culture in order to let the Luoyangcatering brand name known. The industry associations build a platform for the cateringcompanies actively, and promote the alliance of the cross-industry, and the use of newmarketing tools in the industry. The enterprises pursue personalized, branding andcultural development, at the same time foster the spending habits and behavior ofconsumer to become more scientific and healthy.
