Accelerating globalization increases pressure to enterprises and government toseek innovation on management. Affected by long term planning system, gradedistinctive governmental organizations must maximize the performance oftransactional leadership to improve organizational innovation. In recent years, moreand more Chinese scholars focus on transactional leadership and organizationalinnovation, which have made some achievements on researches. However, whetherorganizational innovation climate could play an intermediary role in the relationshipbetween transactional leadership and organizational innovation, needs for furtherstudy.At first, this research introduced the theory of transactional leadership,organizational innovation climate and organizational innovation, combed theinterrelation between these three and the intermediary role of organizationalinnovation climate. Secondly, proposed the theoretical model and hypotheses.Thirdly, designed scales, made pre-survey and formed the formal questionnaire.Finally, analyzed empirical data to test hypotheses and draw conclusions.The results show that transactional leadership not only has a direct effect onorganizational innovation positively, but also has an indirect effect onorganizational innovation positively through organizational innovation climate. Inthree dimensions of transactional leadership, contingent reward and activemanagement by exception can positively influence organizational innovationclimate and organizational innovation. And active management by exception has afar greater impact on contingent reward. Negative management by exception hasno effect on organizational innovation but has a negative impact on organizationalinnovation climate. Thus, negative management by exception can only affectorganizational innovation through organizational innovation climate. According tothe findings, some appropriate management measures are given.
