Policy Research Of Land Acquisition To Close Beneficial Allocation

The "three rural issues" is the most important tasks of the party and state. Since the Seventeenth Party Congress, the party and the country attaches great importance to the "three rural" issue and takes a new socialist countryside construction. However, as the farmers’ means of production-land in the process of urbanization continue to shrink and erode. In the past two decades, the accelerated process of urbanization and urban-scale expanding, a large number of rural land has been taken with landless peasants. The core of the land issue is the issue of land distribution of benefits, current land requisition distribution of benefits under the system of land acquisition compensation standards, the scope of compensation and compensation allocation there is a lot of problems, causing strong resentment among the farmers and affecting the harmonious development of society.From the perspective of policy research and analysis of current status and causes of damage to the interests of rural farmers in land acquisition process, using of game theory and empirical quantitative analysis method, I described respectively the various land acquisition and the main interests of policy options for the landless factor analysis of the impact of the loss of farmers’ rights and interests. Finally, the aim of the re-proposed the reconstruction of the policy system is to improve the security system of the interests of the landless peasants in China.The main innovation of this study has two aspects:on the one hand, innovative of research methods. In this paper, the method of combining normative and empirical research to comprehensive analysis of the income of farmers in China’s rural land requisition process, standardize the research process, the main theory about the benefits of rural land acquisition problem. Empirical research methods, statistical knowledge, the use of quantitative methods and SPSS software tools to analyze the factors related to land acquisition income distribution and structure is clear and logical. On the other hand, the integrity of the content and novelty. Equalization for how to protect farmers’ interests of the land acquisition problem, I not only make relevant recommendations in theory, but also summarize the successful practice of the cases in this article countermeasures with the practicality and reference.In addition, the author make the new adjustment and design sections in the policy framework, and the reconstruction of the protection of farmers’ land requisition system with innovative content.
