Study On The Delimitation Of Permanent Basic Farmland Based On The Updating Of Agricultural Lands Evaluation

Cultivated land resource is an important means of agricultural production, is thefoundation of a country’s agriculture and it is a kind of important resource to maintainsocial and economic sustainable development. And basic farmland is the essence ofcultivated land, is the core part of cultivated land protection. In order to ensurenational food security and social stability, it is necessary to strengthen the protectionof basic farmland. On October18,2014, The ministry of land and resources and Theministry of agriculture jointly issued<the notice for the further word of permanentbasic farmland demarcated>, deployed the delineation of permanent basic farmland inparticular the key areas and the key parts.This paper selects Jiutai City,Jilin Province as the research object, according tothe technical specification of quality evaluation of cultivated land andGovernment-related documents, re-updated the Agricultural Lands Evaluation and theFertility evaluation of cultivated land. Based on the above two results, built the indexsystem of permanent basic farmland, selected nine indexes, sorted the objects whichwere close to the idealized goals by TOPSIS method and eventually finalized apermanent basic farmland demarcated goal, achieved the spatial orientation ofpermanent basic farmland.The results showed that:(1) According to related principles, inspecting and overlying the maps, the JiutaiCity arable land is divided into40607evaluation units, the cultivated land use index isbetween606~999, such as farmland productivity evaluation of comprehensive refers to between0.4157~0.9563.(2) The Jiutai City arable land of the relative accurate degree determined byTOPSIS of the permanent basic farmland decision points to the ideal point is between0.1285~0.9607, By the method of natural breakpoint, the selected cultivated land iscompartmentalized into four levels.(3) The evaluation results show that: From the angle of spatial distribution andquality grade,the permanent protection type and the Key protection type are of highquality cultivated land, should be a permanent protection of basic farmland, the highstandard basic farmland is all selected as the type permanent protection, it is a unitythat suits the policy between the quantity and quality. Reserve and regulation ofcultivated land resource, the condition of topography, soil physical and chemicalproperties is relatively poor, which belongs to the "non-economical cultivated land",this could be a part of the cultivated land resources, when a huge loss of cultivatedland resources happened, unable to meet the requirements, targets can be set tobackup regulation model of cultivated land.(4) The results of demarcation of basic farmland in Jiutai City not only is in linewith national policies and regulations, but also link up the cultivated land qualityevaluation and the permanent demarcation of basic farmland, provides technical toolsand reference cases in the county scale for the beginning of the permanent protectionof basic farmland and the protection research.(5) with the help of ArcGIS software, the paper vectorizated the platform ofpermanent basic farmland data, vector quantization based on the selected indicators tobuild model, set up a buffer, such as processing and analysis, so as to realize thepermanent delimitation of basic farmland planning achievements of digital mapping.Itnot only improve the efficiency of the preparation of permanent basic farmlandprotection planning, make the result more scientific and reasonable, more practicaland operational planning and final results, for the Jiutai City the planning ofpermanent protection of basic farmland demarcated work and provides a decision-making basis, provides the support for permanent protection of basicfarmland demarcated and intelligent, has a certain practical significance.
