The Research On Circulating Will Of The Farmer’s House Site Based On Yisuhe Town, Xiangtan Country

This paper takes a sampling survey on the circulating will of farmers’ house site in Yisuhe Town, Xiangtan Country. It analyzes the relationship between the circulating will of farmers’ house site and legal policy, economic development level, the degree of industrialization and urbanization, the regional conditions, farmers’ individual characteristics, family property characteristics and finds the main factors influencing circulating will of farmers’ house site. Its aim is to master status of the land circulation, research on intention and its influencing factors of peasant household land circulation, in order to grasp the willingness and basic behavior of farmers’ land circulation, this paper probes into the problems in the process of rural land circulation, and gives suggestions for improvement of the system of Xiangtan county farmers land circulation.The results show that more than50percent of farmers are willing to circulate their own house site currently. According to the motive sequence, the factors affecting circulating will of farmers’ house site are income structure, namely whether agricultural production is the main source of income, the house quantity, the distance away from the county seat and the house, the degree of farmer’s understanding about policy, farmer’s age, education degree, the work stability of the farmer, and the population quantity and structure of farm households. There exists a certain regional difference in the factors affecting circulating will of farmers’ house site. From a regional perspective, the non-agricultural income in the country surrounding regions dominates the total income with higher mobility, correspondingly, the proportion of willing circulation is higher than that of the remote countryside.Currently the circulating will of farmers’house in Yisuhe town is strong, but there are still many problems such as the imperfection of relevant laws and regulations, the invisible trade, the lack of effective supervision, the land idle, the lack of a sound income distribution mechanism, the low cognition of the farmers’ understanding of house site circulation. There are some suggestions which can help to solve the above problems and promote the normal operation of house site circulating. Such as strengthen the legislation, strict with the approval systems, to perfect the registration system, clear property rights, set up specificate circulating market, set up a complete exit and compensation mechanism, perfecting the interest distribution, define the role of local government reasonably, perfecting the rural social security system to solve farmers’worries.
