The Research On Residence Base System Reform Of Yujiang Yingtan

In regard to rural land,homestead is of vital importance.It can’t be ignored when talking about living and producing in the countryside.It should be the country’s responsibility to learn manage the rural homestead as well as the countryside.The peasants were born in the homestead and grew up in the homestead,using collective land for their own survival and development.In order to effectively manage rural land resources,it is necessary to manage countryside homestead,but management in this area is often not very strong.It can be found two research methods in the thesis,the first is the literature survey method;the other is case analysis method.Taking the homestead of Yujiang District in Yingtan City as the research object,how to use the house site and how to reform the house site system is the research content.After conducting a thorough investigation and exploration of the research object,I will look for problems that can improve the use of the homestead,and will try to expand the solution to the entire homestead management in Jiangxi.This paper studies the domestic and overseas ways to manage homestead;the acquisition,circulation,and exit mechanisms of rural homesteads;and the practical experiences of how to reform homestead.Find out the current problems in the use of homesteads in Yujiang District of Yingtan City,and the lessons that can be gained from the reform of the homestead system.This paper focuses on how Jiangxi people use residential land nowadays.The problems existing in the use of homesteads in Jiangxi are as the follows: the idle waste of rural residential sites,the poor economic returns of rural housing sites,and the poor circulation of rural housing sites.Through the pilot reform of the rural residential land system in Yujiang District of Yingtan City,it is found that the institutional problems caused by these problems are as follows.Above all,the laws and regulations are imperfect.That leads to non-specifilc management and weak operation in rural housing sites.In the second stage,under-developed economy leads to lack sufficient funds used in pilot reforms.Then,the farmers’ cooperational degree on the reform of the housing plot system is not high.In the final stage,the system lack homestead mortgage platforms.Some solutions: firstly,the govement should improve laws and regulations and make reformation of the housing system steady.Secondly,the govement should Strengthen fund security and improv the comprehensive utilization efficiency of reform funds.Then,the govement should implement legal empowerment and enhance farmers’ enthusiasm for participating in the reform of the housing sitesystem.In the end,the govement should suggest the property rights of rural houses and establish sustainable rural housing mortagage financing mechanisms.This thesis has been innovative in the research object since the construction of rural housing sites in Yujiang District has not been paid attention to in the past.After focusing on the homestead in this area,the goal of expanding the scope of research on the reform of rural housing sites in China can be reached.But this paper still exists something waiting for improving.In the practice of rural housing reform,there are actually many issues to be concerned,but this article cannot notice and describe all the cases clearly,so in this sense,this paper is lacking in comprehensiveness.According to the exploration of rural housing sites in this area,some suggestions and opinions for the reform of rural housing sites in Yujiang District are found.First,the basic function of the homestead that it is to provide residents with a space for survival cannot be ignored.On this basis,to find a new plan for rural residents to live is necessary.Second,we must pay attention to the problem of not being able to make the most of the homestead.The homestead must help the countryside improve its economy.It is needed to explore various ways of using homesteads to transform homesteads from the original ability to provide shelter for residents to create economic value,and to make homesteads escape from the scope of farmers.Give farmers guidance and let them learn to recognize the role of homesteads through paid use and launch.The homestead can be redeveloped to maximize the economic role of the homestead.The use of homesteads must be strengthened,and homesteads cannot be used by occupying new land.Third,other areas of rural society must also strengthen reforms.To do a good job in the construction and management of regional housing sites,we must broaden our horizons and pay attention to rural economy,new rural construction,and rural land remediation.The development of rural areas should be diversified,and it is necessary to develop a non-agricultural economy and promote the role of rural laborers from peasants.To build and manage the infrastructure and services in a well-managed area,farmers must be able to enjoy high-level,multi-level and all-round security and services in the society.As a result,the role of homesteads in protecting farmers will be alleviated.And farmers can be liberated.
