With the development of our country’s market economy and the long term structural strategic adjustment on the way to implementation of the urbanization, the format of man-land relationship in urban and rural area has changed obviously. The house site’s function of living guarantee is weakening constantly and the asset value is gradually coming out. But the existing law who strictly restricts land transfer has made it difficult to the peasants to take use of this important asset. Furthermore, rural economic development and increasing peasants income now is facing a problem of short of funds, and because of lacking a legitimate and valid pledge has led to the financing institute’s support force to rural in a large insufficient. The assets that peasants have is mainly including contractual right of land, using right of house site, house, means of agriculture production and agriculture products, so to explore a way to pledge and transfer the using fight of house site is a possible means to activate the agriculture land assets and to increase peasants property income. Policy in the third plenary session of 18th about piloting the pledge of peasant house property right, and the people’s bank of china and china bank of regulatory commission’s policy about exploring the pledge of the using house site’s using right have gave a support to this. The peasant being as a body of the using right of house site and a stakeholder of house site’s pledge, their willing is an important factor to promote the use of house site pledge right. To research the influence factors of the using right pledge of peasants’ house site, the urgent problem that needs to be researched and solved is making out the using right pledge of house site system to conform peasants’ development needs and protecting peasants right.This paper takes use of documentary method, questionnaire method and comparative analysis method etc. with the goal of exploring the influence factors on the pledge of house site’s using right. First, the paper gives a research on some related theories about the pledge of house site’s using right. Second, it reorganizes relevant laws and policies about the house site’s using right pledging; to give a research on pilot project’s situation in Chengdu explores its existing problem and experience of enlightenment to offer a real proof to the post study.then basis on the theory analysis of influence factors of house site’s using right of pledging, it uses the peasants questionnaire survey from Wenjiang Cheng as the sample data to establish logistic regression model, analyzing peasants characteristic, owning situation of house site, recognizing of house site’s using right, rural financial supply location conditions and so on. From this five categories and 15 variable’s influence on peasants willing about pledge of house site’s using right, it shows that the householder’s age, education level, peasant by-business type, peasant owning area of house site, whether having loan experience and other variables have an obvious positive effect on house site pledge of peasant willing, and family income, the awareness of whether the house site can be freely disposed, level of sensitive on loan rate etc. have and obvious negative effect on house site. At last, according to the study result, it proposes some policy suggestions on completing house site management system, innovating agriculture land’s financial service, strengthen supply of supporting policies and pilot it in suburb developed places.
