As a basic industry of national economic development, construction industry hasmade a significant contribution to enhancing the economic strength of our country.Besides, its inseparable relationship with the basic necessities of life has increasinglypromoted its market share in the overall economy. Development of urbanagglomerations, metropolitan and urban belt has not only heralded the rapiddevelopment of China’s urbanization process, but also showed that the constructionindustry will usher in a broader market. Construction laborers as nationalinfrastructure builders have played a significant role in this industry and brought agreat influence. Therefore, how to improve the investment and contribution degree ofthe construction laborers is worthy of further study at present.Before exploring how to enhance the contribution degree of staff labor, it isnecessary to be acquaint with the basic information such as current situation faced bythem, to lay a foundation for future study. This thesis analyzes the current situation ofthe construction labor market, makes an introduction of our current form ofemployment and labor laws of the existing building regulations introduced, andstudies the current situation of the construction labor market from policy, legal andmanagement. Then it studies from the treatment of construction labor andemployment,labor insurance, labor contracts and labor safety officer constructionlabor wages. After that it through analyses the mechanism of labor and employmentaccident risk, identifies risk identification process of labor and employment,, andmakes a classification of the risks from three aspects: reasons of risks(natural risk,social risk, political risk, legal risk, etc.), impact on risk the target (duration risk,quality risk, cost risk, credit risk, etc.), and behavioral agent of risks (contractors,owners, supervising engineer, etc.),which lays a good foundation to labor andemployment risk management. After identification and risk classification, which riskassessment method to select is extremely critical. The thesis chooses evaluationmethod (LEC method) as a method of dividing the risk level labor and employment.As this method is still insufficient in the course of use, the thesis improves the valueof C, and the improved LEC method can provide more accurate risk assessmentresults, providing a more indicative information for the subsequent development of arisk disposal measures. This paper studies the existing labor and employment issues as the researchbase, and builds an existing risk assessment model applicable to labor andemployment, by identifying existing labor and employment risk, classifying the riskand selecting LEC method. Whether the model is available in engineering practice isstill to be verified. The thesis puts the new model into use in Poly International Plazaproject to prove its practicality. As for the application of the assessment model, it firstintroduces construction overview of Poly International Plaza project, labor force andlabor resources allocation plan; Secondly, it studies sources of danger in each workingprocess that may lead to the risk of hazards according to the constructionidentification process; thirdly, according to the sources of risk identified by the LECmethod,it sorts the importance of risks and picks out the influential risks as thetreatment target; Finally, the thesis explains how to reduce the risk of the project fromthe following aspects: compiling special solutions, labor protection suppliesmanagement, multiple angles laborers tender management, labor management andother personnel interest in labor and employment.
