Research On Inland Maritime Administration System

The third plenary session of the18th CPC Central Committee has urged the government to transform its responsibility and deepen the reform in political mechanism, to innovate administrative management, so as to enhance the government’s credibility and execution capability as a service oriented government of laws. The maritime administrative agency is a government department that performs a key function in maritime administration management and public services to ensure aquatic safety and shipping market order. Transforming its mindset in governance and protect the people’s core interests, are the ultimate goal of the maritime development and the trend in building the service oriented maritime administration. After reviewing our inland maritime administration mechanism, we find that it has been through various reforms and has continued to improve in service efficiency and to adjust to the development of our society and economy. Still, from a more rigorous perspective, there are many aspects could be improved in inland maritime administration and structure contradictions among the current inland maritime administration and the development of water transportation as well as the formation of a unified shipping market.This paper makes specific recommendations from three aspects to reform our inland maritime administration mechanism, include the function disposition, organization system, and operation system. Those suggestions are made based on the background of China’s government administrative management reform, and the local features of maritime system in Yancheng. From macro to micro dimensions, it has analyzed various problems of current maritime system with reference from advanced experience of developed countries, as well as theories in new public administration and service oriented government, the relationship between government and market, and organization behavior.
