Study On Maritime Supervision Countermeasures In "Post Ship-visa Era"

From the beginning of the Song Dynasty, the existence of the ship visa in China lasts more than one thousand years, which was finally taken away by the tide of streamline administration. Ship visa plays an important role in information collection,seaworthiness inspection and supervision of fees levy. In yesterday of prior approval,ship visa has a pivotal position. However, in today of streamline administration,supervision model changes from prior approval to post-mortem supervision. In the past,the dynamic supervision and the static supervision are of equal. But the dynamic supervision is more important than the static supervision now. Ship visa is not suitable for the development of service-oriented government. It is imminent to study on new maritime supervision countermeasures after visa cancellation.From the perspective of public management, based on the theory of service government, and guided by the reform of administrative system, the thesis emphasizes improving the efficiency of maritime supervision and providing maritime public service.This thesis insists on the principle of "people-oriented, quality service", and study on the direction of the reform of maritime supervision model. First of all, this paper analyzes the current situation of the domestic and international maritime supervision countermeasures after visa cancellation, and introduces shipping visa, deepening the reform of the administrative management system and the background of streamline administration. The theory of service-oriented government is established. Then,the paper analyzes the current situation and existing problems of maritime safety supervision. Next,the thesis studies the model of maritime supervision in advanced countries (regions), through the comparative study, the thesis draws lessons from the experience, summed up the service government’s requirements for the reform of maritime regulatory model. Finally, absorbing the advanced countries (regions) of the maritime regulatory experience, combined with the reality of China’s social development,this thesis gives the ideas and suggestions on maritime supervision countermeasures after visa cancellation.The purpose of this paper is to specify the direction and provide the reference for maritime supervision countermeasures, in order to achieve the goal of safe navigation and clean sea, making the marine industry develop faster and better.
