A Research Of Continued Industry Selection In Resource-exhausted Cities

National competitiveness which includes regional economy and living standards of people are strengthened by a large margin in the process of economic development from resource utilization by resource-based cities from all over the world.However,with the increasingly acceleration of resource development,resource-based cities are confronted with the challenges of resource exhaustion,environment deterioration and imbalance dindustrial structure.As the important link of economic new normal in China,it is considered to be the major program which is in urgent need of research and solution to explore and advance the industrial transformation of resource exhausted cities,as well as seeking for the economic growth point for sustainable development.Thus this paper,regarding Wuhai,a classic city with resource exhaustion of coal as an example,builds the index system needed by substituted industry through a list of data from the statistics of economic development in various industries from 2005 to 2014,including on-post staff and workers of year-end,fixed investments,industry output growth,creation of value per capita,average wage earnings of on-post staff and workers of year-end,then it analyzed the efficiency comparison of national economy among various industries by DEA model and concludes relevant results as below:According to “The Notice Regarding Printing and Distributing the List of the Third Group Resource-exhausted Cities” issued by National Development and Reform Commission,Ministry of Finance and Ministry of Land and Resource on November 11,2011,Wuhai city is listed.Excessive pursuit of resource production in the past led to the excessive reliance of economic development on the coal resource.Increasingly decrease of coal resource caused serious of difficulties such as imbalance of economic structure,unreasonable proportion of tertiary industry and low relevancy of industry.Seeking for substituted industry is extremely urgent for sustainable development.After selecting the statistics from 2005 to 2014,and analyzing and comprising the national economy efficiency in various industries by DEA model,the article concludes that some industries such as information transmission,computer service and software section,whole and retail business,accommodation and catering,culture,sports and entertainment,are in DEA valid state.It means these industries are occupied with both technology and scale;meanwhile the redundancy value and the relevant adjustment amount of production insufficiency are both zero.It further explains that the investment and production of these industries have achieved relevant high-point for utilization,possessing the potential of being substituted industry.Based on the current situation of all industries in Wuhai which is narrated in the third chapter and the empirical analysis result from the fourth chapter,the article claims that,as for the development in Wuhai,culture industry should be given the top priority,while the wholesale and retail industry is secondary to advance the merge of information technology and primary industry,which means these industries can be regarded as substituted industries for the sustainable development of economy.At last,the article intends to put forward the countermeasures and suggestions for the development of substituted industries.The development of culture industry comes from three directions including policy orientation,planning layout and culture brand.Meanwhile,in wholesale and retail industry,the improvement generates from perfection of policy and regulation,creation of development patterns,expansion of development space and reinforcement of talent construction.Build public service platform and construct talent construction to accelerate the integrative development of information industry and primary industry.
