Facing the rapid development of communication and informatization, GuangDong Planning and Designing Institute of Telecommunications as a design unit to prove technical service support, is required to make an endeavor to leverage its strengths to cope with the fierce market competition and become a front-runner in the field of informatization construction. Therefore, finding ways to enhance the core competitiveness of enterprises through analyzing and studying their competitive advantages becomes a significant issue.In this essay, through taking GuangDong Planning and Designing Institute of Telecommunications as an illusion, the basic theories of core competitiveness and strategic management are used to study the connotation and features of core competitiveness. Furthermore, Analytic Hierarchical Model is applied to construct a multi-level fuzzy synthetic evaluation model of GuangDong Planning and Designing Institute of Telecommunications and conduct the research. And then, the author combines competitive market environment and the current situation of core competitiveness to put forward the corresponding countermeasures of improving core competitiveness.In the first part, the essay will introduce the significance and methods of research and the current situation of communication design industry. During detailed analysis, the overall market environment and core competitiveness situation of GuangDong Planning and Designing Institute of Telecommunications will be discussed.In the second part, in the basis of the theory of core competitiveness, evaluation criterion and design principles will be established to construct the evaluation index system which combines with the actual situation and features in GuangDong Planning and Designing Institute of Telecommunications. There are six evaluation factors in the evaluation criterion of core competitiveness: strength of qualification, product and service competitiveness, technical innovation, market competitiveness, enterprise’s operation capacity and cultural cohesion. And the six evaluation criteria will be decomposed into twenty-two evaluation index, which build the evaluation index system of core competitiveness.After that, the author will gather expert evaluation and use Analysis Hierarchy Process to account the scale of the target, then to build the multi-level fuzzy synthetic evaluation model to analyze the core competitiveness of enterprises.At last, evaluation scores and analysis results will be work out to reflect the development status of GuangDong Planning and Designing Institute of Telecommunications. Base on the evaluation index system and results, six measurements will be presented to adjust and optimize the development strategy of the company:i) improving the strength of qualification to maintain the competitive position; ⅱ) enhancing the product and service competitiveness to create more value; ⅲ) attaching great importance to technological innovation and establishing the image of expert service support; ⅳ)building long-term competitive advantages; ⅴ) optimizing the operation capacity to promote the sustainable development; ⅵ) adhere to the culture construction and strengthening the enterprise cohesion.The research methods of this essay are persuasive and operable. Specialist marking methods, Analysis Hierarchy Process and the theory of fuzzy synthetic evaluation model are applied to conduct the research which are also combined with the wide rage of data collection such as literatures, yearbook, newspapers, books, internet information, expert interviews and employee surveys. With the features of highly structured, well-organized and strong practicability, the evaluation methodology concluded from the research is also could be applied by other enterprises to evaluate the level of core competitiveness. While the proper evaluation index system are established, leaders could better understand the weakness of management through the evaluation results, and thus come up with the enhancing approaches to obtain the competitive advantages.However, two aspects are still needed to be improved. Firstly, there are a lot of factors that affect the core competitiveness but this essay only chooses six first class index and twenty-two second class index to build the evaluation index system. Secondly, index weights that determined by specialist marking methods would have some deviations on the subjective factors. As a result, to find out the sensible factors of index weight and seek for the more reasonable evaluation methodology in the future research would be conducive to reach a more real and accurate evaluation result.The basic purpose of analyzing and evaluating the core competitiveness in the enterprises is to better maintain and improve their leading advantages. The improvement of core competitiveness is a vital task which needs to be viewed in developing sense, thus making the enterprises have a sustainable development prospect.
