Objective:1. To summerize the administrative regulation used in the food safety management and discuss the food safety standard system by using the regulation theory.2. To compare the choice, developement, and difference of food safety standard system between the developed country and the international organization.3. To analyze the current situation of Chinese food safety standard system by using the method of case analysis.4. To propose the new framework of food safety standard system based on Chinese current situation with the goal of high-efficiency, scientificity, rationality, and practicability.Method:1. Historic literature method. This method was used in the study on the summary of regulation theory and the development of Chinese food safety standard system.2. Induction and comparison. The paper compared the management and organization of authorities, the sources of the standard, and the characteristics of the standard between China and some developed countries and organizations.3. Descriptive statistics method. According to the data, the paper analyzed the current framework and the specific standard of China and some developed coutries and organization and described the tendency. The paper analyzed and compared the statistical data of the case analysis detailedly.4. Case analysis. The paper summarized the problems existing in Chinese food safety standard and proposed reasonable suggeations through analyzing the typical food safety event and the import and export food repeatedly impeded.Results:1. Due to the differences of politics, economiy, and culture among the different countries, the food safety standards are different, especially for the standard of import and export food. Around the world, the food safety standard system of the international organization and developed countries is relatively complete.2. Going through four stages, the reform of Chinese food safety standard system has formed a relatively complete food safety standard system with a wide range of disciplines and reasonalbe structure, which could basically meet the needs of food industry. However, the diversity of food safety standard category and the overlapping responsibility of the department of standard setting and the department of standard management cause the overlapping of food safety standards and the dificiency of critical index. From the statistic of the numer of Chinese food safety standards, Chinese food safety standard tends to be unification, standardization and internationalization. With the expansion of international trade, the food safety standard has been gradually improved. The department of standard setting and standard management should strengthen the integration of current food safety standards, which inclueds three tasks. First, accomplishing the assessment and analysis on the agricultural products quality safety standard,the food hygienic standard,the food quality standard, and the industial standard. And completing the setting of Chinese food safety standard system. Second, proposing the effcient,scientific,and reasonable suggestions for Chinese food safety standard and technical index. Third, regulating the standard management system,executing the results of standard clean-up,and guaranteeing the food safety standard clean-up and integration.3. The results of case analysis and data contrast shows that many of Chinese food safety standard are overlapping and contradict. Through the analysis of great food safety events in recent years, the paper found that there are two sets of food safety standards implemented in China, which causes the flaws of food safety standard system and makes the management of food safety diffcult, threatening the developement of import and expot food trade, social stability, and people’s health.Conclusion:1. The optimization and perfection of Chinese food safety standard system includes three aspects, one is to optimize the food safety management system, including the optimization of management authorities and the perfection of management system, the other is to improve and optimize the stuucture of food safety standard and its scitificity, reasonability and practicability. Three is to establish a standard system safeguard mechanism, implement standard system comprehensive communication and exchanges.2. The paper proposed some suggestions about perfecting the framework of Chinese food safety standard system:reducing the department of food safety standard setting and management, perfecting the food safety standard system, including the risk assessment system and feedback system, and improving the level of food safety standard and develope a uniform national food safety standard.
