The numbers of conflict caused by rural land levy have significantly increased in recent years. The intense conflicts between interest subjects of rural land levy caused a series of social problems. Target group analysis theory is applied in this article to research the status, reasons and countermeasures of rural land levy conflicts in the view of public policy. The land levy related villagers can be divided into three groups on the basis of attitude difference:supportive group, watch-and-wait group and opposite group. The root cause of rural land levy conflicts is the interest subjects fail to reach agreement. Driving by the huge profits, the government and other interest subjects compulsively levy the land against the will of villagers.The article researches the development of rural land levy conflicts in China, and summarizes six main factors leading to the conflicts including the low level of political socialization, lack of policy legitimacy, unfair of benefits distribution, low level of authoritative policy recognition, related villagers’ideas and behavior, the uncertainty of policy implementing environment and conditions.The article carries out an empirical research on the land levy of XX Country, Ningde City, Fujian Province. The research shows that the political socialization level is quite low, the transmission route of land levy information is simplex and informal, institutionalized and formal information transmission route lack of efficiency and the protection of villagers’right to know and participate in are weak. The land levy lacks of policy legitimacy, the villagers do not admit the neutrality and public purpose of the government but have intense awareness of the government’s benefits in land levy. The willingness about the land levy of the villagers is flexible, while the villagers usually have strong willingness to sell when compensation is reasonable. There is low satisfaction under the current compensation policies, the villagers expect comprehensive compensation measures provided by the government. The villagers have limited recognition of policy authority, have quite negative comment on the government service in the land levy. The villagers concern the non-economic factors such as emotion, ecology and culture. Land levy makes the villagers exposed to the risk of adjusting the original living mode, ideological concept and custom. The villagers tend to take collective action to require the government to improve compensation.Finally, the article draw the conclusion that, to reduce conflicts in rural land levy and achieve a harmonious levy, the government should improve the level of political socialization, policy legitimacy, fairness of benefits distribution and the level of authoritative policy recognition, take full account of the ideas and behavior of related villagers and the uncertainty of policy implementing environment and conditions.
